About the Opportunity
The Capital Program Manager is responsible to participate in various governance, design development meetings for Public Works, Build Nova Scotia and other projects that intercept with health and may be asked to support the development of strategy, legislation, provincial policy, risk mitigation and guidelines that are responsive to the changing needs of Nova Scotians and aligned with the overall strategic vision and mission of Nova Scotia Health and the Department. The Program Manager will develop and leverage strategic partnerships to ensure a proactive approach to health care infrastructure planning. 
The Program Manager is involved in the oversight of assigned projects (known as their portfolio) and in many of the specific phases of each project in their portfolio.  They maintain situational awareness of their portfolio and will routinely report on the status at various governance meetings and as required. They will be proactive in identifying any potential challenges to progress and work to resolve them in a collaborative manner. The Program Manager is responsible for consultation, promotion, communications, to ensure all deliverables are policy based and are in alignment with existing policies, priorities, the strategic plan or overall business plan. 
The Program Manager has the following major accountabilities:
•    Primary lead to oversee complex provincial HA files working collaboratively and with the senior staff of various stakeholders to ensure achievement of the projects and that theses address the identified needs of Nova Scotians.
•    Acts as an advisor in the development of health system strategy, standards, key performance indicators, and policy through review of relevant research, literature, jurisdictional scans and stakeholder consultation ensuring evidence-informed analysis of impact and implications of current and proposed policy standards and funding/investment decisions. 
•    Develops and/or delivers a plan for significant aspects of internal and external communication with guidance from senior colleagues. This includes ongoing monitoring and reporting of projects and providing processes and tools to provide the required information for inclusion on reports. 
•    Provides functional area expertise to effectively assess the impact and implications of policy and standards, and provides evidence-informed advice and recommendations. 
•    Identifies shortcomings and suggests improvements to existing processes, systems and procedures; then delivers a plan for a change management program in collaboration with senior colleagues and project team. 
About You
We would love to hear from you if you have the following:
-Registered Professional Engineer or Architect (within Nova Scotia) with experience in healthcare infrastructure
-Experience in building design, contract, construction and project management
-Experience managing a wide range of complex projects and stakeholder teams and committees
-Experience in the following areas considered an asset: healthcare Facilities Management, portfolio energy management, capital projects development and/or management
-Proven record of success working with senior leadership levels in confidential environments
-Competencies in other languages an asset, French preferred

Hours
-Permanent, full-time position; 75 hours bi-weekly
Compensation and Incentives
$41.48 - $51.85 Hourly
