Job description

Directly reporting to the Director, Petroleum Products, the Comptroller is accountable for overseeing the management of the Petroleum Products Revolving Funds financial systems and the Petroleum Product Stabilization fund and for overseeing the development, implementation and monitoring of policies and procedures associated with all areas of financial administration contained within the Financial Administration Manual. Three positions report to the incumbent and three PPD Regional Officers indirectly on financial matters only. Upwards of 10 positions report thorough the incumbent/s subordinates. The accounting division is responsible for the accounts receivable, accounts payables, computer systems and financial/cost accounting of Petroleum Products Division. The incumbent manages the $250 million Revolving fund as well as the $20 million Stabilization Fund.

Other responsibilities include developing, implementing, and monitoring all systems associated with financial accounting, controls, commissions, taxes, budget estimates and reports. As well, providing advice and recommending policy to senior management of the Petroleum Product Revolving Fund, and providing required financial accounting standards and information systems for use by the Petroleum Products Revolving Fund, including the necessary training and interpretation to ensure adequate compliance.

The combination of knowledge, skills, and abilities are normally acquired through the completion of a degree in Commerce, Major in Accounting, or related field with ongoing learning to attain of a degree in Commerce, Major in Accounting, or related field with ongoing learning to attain recognized professional CPA designation, along with a minimum of 3 years financial management and supervisory experience, preferable in a unionized environment. The possession of a CPA designation upon appointment would be considered an asset. Equivalencies consisting of an acceptable combination of education, training and experience may be considered. A Class 5 driver/s license is mandatory for this position.

This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut's official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
