Job description

CONSTRUCTION MANAGEMENT REPRESENTATIVE (CMR)

Connex Personnel is currently seeking multiple CMR's for upcoming projects in Menihek, Churchill Falls, Muskrat Falls, and Twin Falls. The project portfolio currently includes, but is not limited to the following projects:

MENIHEK – 2 week on, 2 week off rotation, Anticipated duration is June to November – Multi year -2 CMR’s will be required for the following projects:

Spillway Gate Refurbishment

o Supply, Fabricate, Install and Align New Main Roller Systems; o Supply, Fabricate and Install New Side Roller Systems; o Supply, Fabricate and Install New Sealing Systems; o Spillway Gate Knife Refurbishment; o Supply, Fabricate and Install New Wind Guard Systems; o Design, Supply, Fabricate and Install New fall protection systems, confined space entry and rescue systems; o Gate alignment on all four gates; o Supply, Fabricate and Install New Trailing Cables; o Inspection & repair of embedded parts drain pipes on all four gates; o Dimensional surveys for new embedded parts settlement; o Demolish Existing Embedded Parts and Second Stage Concrete; o Supply, Fabricate and Install New Embedded Parts Systems; o Superstructure Gate Guides Alignment; o Concrete Repairs

Plant General Maintenance

o Generating Units 1, 2 and 3 o Powerhouse auxiliary systems (compressed air, greasing, cooling water, etc.) o Accommodations domestic water and septic systems o Emergency fire water system o Spillway hoist motors, lifting screws and transfer cases o Switchyard equipment o Incinerators o Stoplog handlers

Cranes & Hoists Inspections & Maintenance

o Two powerhouse cranes; o Six intake hoists; o One draft tube monorail hoist; o One spillway monorail hoist; o Three spillway gantry cranes (permanent and upstream handlers); o All chain falls onsite; o Spillway structure jib crane and davit arm; o Stop-log handler cradle; and, o Various pieces of lifting equipment around site.

Powerhouse Crane Refurbishment

o Execution scheduled for 2024.

Spillway Mechanical Hoist Refurb Project

o Replacement of the spillway hoist motors planned for 2024

U1 to U3 De-Watered Inspections

O The scope will consist of executing the procedure and ensuring the systems can be fully dewatering to support an inspection program.

Governor Upgrades

o U1 & U2 Braking System Repairs o U3 Digital Governor Supply, Install & Commission o Duration for this scope of work is not fully defined.

2 CMR’s will be required for the following projects with a 2 week on, 2 week off rotation:

Camp Accommodations - Anticipated duration is March to July

Scope includes: o Design / supply and installation of new camp complex o Pad construction & site grading o Site Services, (permanent & Temporary) o Kitchen / Cafeteria, Laundry, Electrical room & other misc itemized deliverables

Permanent Septic System Replacement - Anticipated duration is July to Oct

Scope includes: o Construction of a new septic system to replace the existing failed system. o Because of physical space limitation, installation of a tradition septic field is not feasible o The new system will reuse the existing man holes, lift station, and associated piping. o The construction of new drainage system for the existing 3 duplex house foundations to control the existing groundwater runoff. o This will involve heavy equipment and deep trenching operations

Dyke Riprap Rehabilitation (includes railway siding & spur) - This is a multi-year project with construction/blasting operations starting in 2023 and scheduled to finish in 2025. There is approx. 5.5 km of Dyke that has to be refurbished. This project will address the insufficient hydraulic freeboard and the rip rap protection deficiency on all upstream slopes of the Menihek Dyke Structure. There will be two main areas of work separated by the Ashuanipi River: ■ North side - North Dam & Quarry 3 ■ South side - South Dam & Margot Hamilton Dam and Quarry 1 & 2 o There will be coordination with design consultant on site o A new railway siding / spur will be constructed in 2023 o Duration of work is spread over 3 construction seasons:

■ 2023 - July to Dec

■ 2024 - May to Dec

■ 2025 - May to Dec

General Civil Project (Install of grates and separately, dogging pin system) o This project will involve the installation of previously supplied parts and materials over the stop log openings on the Menihek concrete structure.

Concrete Inspections (intake, spillway, quick-release gate areas) o Coordination for access to the concrete structure o This may involve fall arrest and or restraint for sufficient access to all areas of inspection

Vegetation Management - Transmission Line & Sections of Road – 1 CMR will be required for the duration of this project, anticipated to be 3-4 weeks during August-Sept o This project will involve the cutting and clearing of vegetation along the right of way for the Menihek Transmission Line in select locations.

LABRADOR ISLAND LINK (LIL)

LIL Transmission Line Spare Parts Relocation, NL o One CMR will be required for an estimated 2-3 months o There is a significant amount of spare material being stored in a laydown yard in Argentia. Identified areas in Soldier's Pond (SOP) have been determined for suitable location for long term storage of the spare materials. o 2023 will see the completion of this project as required to prepare the identified areas for long term material storage and dispose of any excess/waste material located in Argentia, as well as potentially look into relocating materials to the Soldier's Pond site

CHURCHILL FALLS

Churchill Falls - Whitefish Gate Refurbishment Program – This is a multi-year gate project with one gate being completed each year:

2 CMR’s will be required on a 2 week on, 2 week off rotation. Work will typically run from July to September 2023, 2024 & 2025.

o Main rollers to be replaced (larger diameter required) o Roll paths to be machined o Pin heaters to be replaced o Correct bolt hole diameter issues -for roller pins to be resolved o Gate 1 brass seal replacement o Upgrade thermostats o Relocate pin heater JBs o Concrete sill repairs as needed o Upper gate guide repairs as needed

TWIN FALLS

Plant equipment has been identified containing PCB that need to be removed from the Twinco site. 2 CMR’s will be required on a 2 week on, 2 week off rotation. Work will typically run from June to October 2023 & 2024 o Locate all equipment containing PCB oil and materials; o Remove the equipment; and o Prepare and pack them for transportation to the designated disposal site; and o Remove any contaminated soil and/or material, treat and truck it to the nearest designated dispose site.

MUSKRAT FALLS

Maintenance Program & Service Contracts - This is a general support role to provide oversite to the various service contracts and to coordinate with the maintenance crews. 2 CMR’s will be required on a 3 week on, 1 week off rotation. Work will typically run from June to December 2023, 2024 & 2025

GENERAL INFORMATION:

  • Travel days will be paid at a maximum of 12 hours;
  • CMR's are typically going to be assigned to specific projects, but will have the option to utilize CMR's in multiple locations as needed throughout the year;
  • Many projects are considered multi-disciplinary as there is civil, mechanical, electrical;
  • Site orientation is required to work on site;
  • Hours of work will depend on each project, but typically 7 am - 5:30 pm;
  • Marijuana will remain prohibited at the site. Personnel will be told to leave site for using or possessing marijuana on site;
  • Accommodations / meals are provided for onsite;

QUALIFICATIONS:

  • Must have strong knowledge of NL OHS policies and procedures;
  • Must have strong knowledge of HSE policies and procedures;
  • Must have prior experience as a CMR (or equivalent);
  • Must be able to read drawings and understand specifications;
  • Must have strong knowledge of typical computer literature with the use of Microsoft packages, (Word, Excel, etc).
  • Must have experience in and be able to deal with the coordination of multiple work fronts;
  • Must be able to work with, oversee, liaise, and coordinate between various contractors and their subcontractors and with plant operations staff in a respectful manner;
  • Must be able to work independently to solve routine/minor issues as they arise, and recognize when issues need to be brought to higher supervisory/technical/managerial levels;
  • It should be noted that the CMR will be required to enter confined spaces, climb superstructures of gates, climb scaffolds, ladders, work in rough terrains, etc.
  • Valid NL Powerline Hazards Awareness;
  • Valid NL Fall Protection Training;
  • Valid NL Confined Spaced Training;
  • Valid Emergency First Aid;
  • Valid WHIMIS;
  • Previous work within Hydro Generation, as well as work in the specific job sites is considered as an asset (MHK, LIL, CF, TF, MF);
  • Previous similar examples of work are also considered as an asset.

CMR ROLES AND RESPONSIBILITIES:

The CMR reports directly to the Project Manager and is responsible for overseeing the daily operation of contracted work and for the daily monitoring and reporting of job progress. The CMR's roles and responsibilities are as follows:

  • Act as the on-site single point of contact between the Project Manager and the contracted parties;
  • Monitor all on-site contractor activities to ensure all applicable health, safety, and environmental requirements and legislation are being followed. Unsafe practices shall be brought to the attention of the contractor for resolution, and if serious, or if non-compliance is persistent, the Project Manager shall be informed and/or a stop work order shall be communicated;
  • Monitor and report on all on-site contractor activities to ensure the schedule and technical requirements of the contract specifications are being met. In conjunction with the contractor, project engineer, and project manager, discuss and resolve on-site schedule and technical issues as they arise;
  • Forward all proposed contract scope changes to the Project Manager for prior approval;
  • Participate with the contractor in order to obtain an understanding of the reasons for, and the cost/schedule impact of, any such proposed change;
  • Attend and participate in the daily on-site coordination meeting to discuss and resolve site coordination and resource issues with plant operations staff and various other contractors and activities occurring on site;
  • Document daily work progress and any issues on the Daily Progress Report form and forward this form to the Project Manager daily;
  • Take pictures of work progress and forward to Project Manager regularly;
  • Participate in, and lead, as required, tailboard safety talks with the contractor;
  • Participate in Pre-Mobilization Meetings where possible;
  • Verify work crews have acceptable training and qualification records for the work;
  • Inform Project Manager of changes to contractor's people, process, materials and/or equipment and ensure all risks are mitigated or managed accordingly;
  • Maintain all necessary field documentation - e.g. discussions with contractors and operations, site activities such as significant deliveries of equipment or material, Tailboard Safety Talks, and incidents;
  • Lead and or assist with the coordination of site mobilizations and securing of accommodations;
  • Ensure effective communication and coordination of work with other contractors on site and/or applicable company representatives to ensure safe working conditions are provided for all workers;
  • Notify affected parties of the duration, nature, and location of work being performed as well as the hazard(s) created by work activities.
  • CMR must provide suitable laptop with the standard Microsoft word processing package
  • CMR must provide suitable device for daily photographs and the means to save and transfer them to Project Management
