Position Title: Director, Emergency Response

Team and Location:  HSE - Calgary, AB | Toronto, ON | Montreal, QC

Position Summary: 

Reporting to the Vice President, Global HSE, the Director, Emergency Response provides strategic direction to Parkland Canada, US and International in the field of Emergency Response Management. The position will be responsible for leading several teams and for the strategic initiatives that promote Parkland’s already strong record of health and safety. This will be done in close collaboration with all our front-line business to ensure adoption and buy in of our programs. As health, safety and the environment remain Parkland’s key values, this position is critical to our success and there is an opportunity here for the right person to take our Emergency Response program to the next level as we grow our business.

 Key Responsibilities: 

Emergency Management Response

  • Ensures consistent application of POEMS policies/procedures throughout all sites/locations within Parkland Canada, US and International locations ensuring company business and compliance goals are achieved.
  • Conduct assessments of risk factors and develop plans accordingly. Plans detail approaches to risk prevention, emergency response and public education.
  • Create and guide Parkland’s policies on how to respond and prepare for emergency events in preparation for any kind of damage or disruption in all of Parkland’s locations and jurisdictions.
  • Establish interpersonal rapport with all levels of the organization to increase employee engagement and drive improved horizontal communication to build a self-sustaining culture of health & safety.
  • Provides leadership in the development of Parkland’s ability to respond to emergencies in all levels of severity.
  • Provides leadership to the implementation of capacity building initiatives, dedicated to emergency response.
  • Ensures the continuous advancement towards a fully scalable operational model, including tools/systems, workforce requirements to ensure effective, consistent and relevant service delivery.
  • Contributes to the development of Emergency Management Information System, and responsible for its implementation in response operations.
  • Ensures the development of surge systems and workforce capacity for emergencies in all levels of severity.
  • Provides leadership, subject matter expertise, technical support, quality control, monitoring and evaluation to small and medium scale emergency response operations.

Reporting and Analytics 

  • Evaluate regulatory trends to determine operational, financial or other business impacts and implement industry best practices.
  • Develop, implement and analyze metrics in Canada, US and International levels, to assess progress in meeting strategic business objectives, make informed decisions, and ensure functional accountability to the organization. 
  • Be responsible to lead the creation and implementation of national H&S training and development programs (materials, processes, tools) for all levels in the organization, fleet, plant, and office environments. 

Leadership Competencies

  • Provide leadership, mentoring and direction for Parkland’s emergency response management professionals/representatives in all locations and jurisdictions where Parkland operates. 
  • Conduct fulsome reviews of direct reports and ensure they are meeting the needs of the business and producing results. 
  • Ensures emergency response operations are executed in accordance with established standards. 
  • Ensures debrief, reviews and implementation of improvement action items are managed post response. 
  • Participate in Emergency Response related meetings and provide inputs frequently.

Proactive Initiatives 

  • Continuously attending industry forums, events, workshops, conferences, etc.
  • Find ways to continually innovate with new ideas helping to bolster existing programs and create new ones. 
  • Going above and beyond while personally completing annual Leading Indicators.
  • Seeks out opportunities to work with peers, customers or industry to protect workers, support Parkland Canada, US and International and gather new information.

Qualifications and Skills:  

  • University degree in disaster or emergency management or equivalent.
  • Minimum 10+ years of disaster/emergency response experience including 5 years at a leadership level.
  • Solid understanding of disaster preparation, mitigation and response.
  • International or interjurisdictional planning experience required.
  • Experience in downstream oil & gas and/or marine or land transportation.
  • Strong understanding of Emergency Management systems, practices, and protocols.
  • Excellent written and verbal communication skills with the ability to influence Senior Executives and potential external partners.
  • Ability to manage change, motivate team members, have strong decision making and manage effective teams.
  • Strong decision-making skills with the ability to make timely decisions, often in stressful situations.
  • Critical thinking skills with the ability to anticipate hazards and problems that may arise from an emergency to respond effectively.
  • Demonstrated ability in prioritization of responsibilities; able to give clear instructions and delegate, make informed decisions, ability to problem solve, provide coaching and feedback, support a team environment.
  • Project Management Skills –developing project charters, planning, scheduling, supply management, risk assessment, budgeting, change manager, project control.
  • Conflict Resolution Skills –active listening, mediations/negotiation, developing solutions & options with a win/win approach, appropriate assertiveness toward problems.
  • Budgeting Skills –forecast, build budgets, monitor, analyze variances.
  • Coordination Skills –Champion collaborative opportunities, flow of information, strategic thinker, facilitation/mediation, meshing work plans/prioritizing.
  • Demonstrated strength in strategic perspective and ability to think and act at the organization-wide level.
  • Proven experience in building organizational capability and facilitating growth of the talent pool.
  • Demonstrated ability to foster teamwork and cooperation. Successful experience of collaboration to make things better and establishing partnership building opportunities externally.
  • Ability to focus on stakeholder accountability and align systems to deliver service excellence.
  • Proficiency in Microsoft Office applications (Word, Outlook, Excel, Power Point) is required.
  • Bilingual French or Spanish is an asset.
  • International travel requires.
