Job Description

This position will coordinate and execute activities pertaining to the design, implementation and management of programs intended to manage site Emergency Response and Preparedness. This includes conducting site inspections, reviewing documents, guiding auditors and inspectors during site visits and engagement with all levels of the operations team. Also responsible for managing departmental planning of upcoming deadlines and project targets with competing deadlines.

Key responsibilities:
  • Ensure continuous adherence to legal requirements, standards and organizational objectives and facilitate timely reporting as required;
  • Perform site inspections/audits in accordance with the inspection program, to identify all non-compliant equipment and/or processes and provide feedback to area owners along with guidance and recommendations to resolve any outstanding issues;
  • Ensure Emergency Management Practices are in alignment with the strategy for De Beers Canada and;
  • Ensure compliance to Emergency Response Standards and monitor the site’s ability to respond to emergency scenarios.
  • Develop and lead the Emergency Response Team Program – Recruitment, Training, Certification, Scheduling and Reporting.
  • Maintain a register of all emergency response and life critical equipment and ensure it is inspected and maintained pursuant to the original manufacturers’ specification;
  • Establish and maintain an emergency command system that conforms with the Anglo American specification for emergency management;
  • Develop or assist in the development of mock scenarios to assess the site’s Emergency Preparedness and readiness;
  • Ensure one major simulation (class 3 or equivalent) is conducted at least once every 2 years, ensuring the scenario physically activates all services required to respond to a major incident;
  • Participate and lead bowties; WRACS; development of TARPs;
  • Audit / Gap Assessments for fatal or AA Control Standards;
  • Conduct action reports and post incident reviews after each emergency and emergency simulation and identify/document good practices and challenges demonstrated during the response.
Reporting to the Safety, Health, and Risk Superintendent – the role is based within the Safety, Health and Risk department. This is a site-based position with a 14 days on / 14 days off rotation.

Qualifications
  • WSCC Mine Rescue Instructor Certification or willing to obtain certificate;
  • Completion of Grade 12 and post-secondary training in Health and/or Safety;
  • EMR and NFPA 1001/1002/1041 is considered an asset;
  • Minimum five (5) years’ experience in the capacity of an Emergency Response Team Coordinator;
  • Mining industry experience (preferably open pit) with operation in a remote site;
  • Experience in emergency response, mine rescue or similar will be an asset;
  • Incident Command System Level 200 or greater;
  • A record of strong safety performance and familiarity with safety systems, procedures and work practices;
  • Excellent verbal and written communication, problem-solving, analytical and presentation skills;
  • Ability to effectively communicate with employees of various cultural backgrounds at all levels of the organization;
  • Proven ability to work strategically both within and external to the department;
  • Punctuality, maturity, reliability, an ability to work well under pressure with frequent interruptions, while delivering exceptional customer service and professionalism;
  • Knowledge of safety and health mining regulations;
  • Knowledge of computerized systems and software with an emphasis on MS Office Suite (Excel, Word, PowerPoint) and Incident Management.
  • Preference will be given to Members of the Deninu Kué, Lutsel K’e Dene First Nation, North Slave Métis Alliance, Northwest Territory Métis Nation, Tlicho Government, or Yellowknives Dene First Nation, followed by non-indigenous residents of the Northwest Territories.
