The Safe Mobility Section provides leadership toward the City of Edmonton’s efforts to achieve Vision Zero, zero traffic-related fatalities and serious injuries, by 2032. Endorsed by City Council in 2015, this work encompasses transportation and city-building efforts from across the corporation, as outlined in the Safe Mobility Strategy 2021-2025.

The section consists of three units that represent the core “5 Es” of traffic safety: Engineering, Automated Enforcement (AE), and Planning and Community Activation (Evaluation, Education, and Engagement). The purpose of the Safe Mobility Strategy is to achieve Vision Zero through safe and livable streets in Edmonton, and each unit’s outcome supports this work. The Automated Enforcement unit collaborates with the Edmonton Police Service to conduct proactive and integrated enforcement to reduce speeds and other risky traffic behaviour.

Reporting to the Manager, Automated Enforcement, this position is accountable for supporting the legislative requirements for automated enforcement (mobile enforcement and intersection safety devices). This position collaborates with multiple partners on behalf of the Safe Mobility Section, including the Province of Alberta (Justice and Solicitor General and Transportation) and the Edmonton Police Service, and ensures that the section and its contractor(s) are in compliance with all legislative requirements. In collaboration with the Planning and Evaluation Team, identifies new enforcement site recommendations, ensures compliance with existing sites, and reports on automated enforcement performance by location and systemically.

  • Manage the relationships, legislative requirements, and ongoing compliance measures to ensure that the City of Edmonton stays in good standing with the Province of Alberta and Edmonton Police Service
  • Liaise with Courts/Service Alberta/Registrar of Motor Vehicles and Crown on maintaining our access to critical systems, ensuring ongoing approved access and re-approvals as necessary
  • Liaise with Courts/Prosecutors to provide information and training on equipment functionality to enable them to make decisions in court
  • Manage any potential information breaches including liaison with stakeholders on the resolution and needed notifications required if a breach occurs
  • Support intergovernmental collaboration, advocacy and strategic plan development through preparation of briefings, proposals and pilot projects related to traffic safety legislation and regulation connected to the EPS, Province of Alberta, and Government of Canada in collaboration with a variety of internal and external stakeholders.
  • Lead policy development, processes and procedures to ensure that the City of Edmonton’s automated enforcement program is consistent, safety evidence-driven, and defensible
  • Put in place processes and procedures with City of Edmonton staff, enforcement contractor, and third party printing facility to ensure that provincial requirements are met and maintained in line with AMVIR (Access to Motor Vehicle Information Regulation) agreements
  • Ensuring comprehensive record keeping is established in compliance with FOIPP and audit standards
  • Ensure that the equipment vendors/manufacturers are in compliance with RFP responses and contractual obligations and equipment is certified and operating within manufacturer's specifications as documented
  • Manage enforcement sites, including development of site creation and renewal applications in compliance with Provincial guidelines, Edmonton Police Service requirements and City of Edmonton Standards
  • Ensure equipment and systems provide continuous compliance to Automated Traffic Enforcement guidelines. Any change in operation, software or procedures must be communicated and checked for compliance
  • Collaborate with other internal resources to respond to inquiries from Citizens, Councillors, Media, utilizing technical knowledge, experience and political acumen to help draft the responses
  • Collaborate with other internal resources to ensure automated enforcement policies, procedures and contractor training standards to ensure that they all meet the legislative and mandated government guidelines and Edmonton Police Service
  • Stay current with industry trends and evolving practices
  • Perform other related duties as required
Qualifications:
  • Bachelor's degree in Commerce, Engineering, Project Management or similar field is required. A graduate degree in Business Administration or a related field is an asset
  • A minimum of five (5) years of directly related working experience is required
  • Project management designation, knowledge, and experience is preferred
  • Change management designation, knowledge, and experience is an asset
  • Demonstrated ability to critically analyze issues to make decisions, recommend viable and effective solutions and summarize and manage information
  • Excellent collaboration and relationship building skills, ability to work towards mutually beneficial outcomes
  • Ability to make sound decisions with an understanding of budgetary and political implications
  • Considerable knowledge of applicable bylaws, standards and regulations pertaining to work
  • Consulting and conflict resolution skills including ability to handle and address controversial situations
  • Research and problem solving skills to gather required information, make decisions and develop recommendations
  • Adaptability to manage changing priorities, complex information and issues in a timely manner
  • Demonstrate sensitivity to the political environment and possess strong political acumen to manage those sensitivities
  • Skilled in exercising good tact, sound judgement and firmness in dealing with difficult situations
  • Demonstrated creative and innovative thinking and problem solving
  • Demonstrated knowledge and understanding of contract management practices, policies, procedures.

Hours of Work: 33.75 hours per week.

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary: $45.846-$57.931 (Hourly); $80,769.190-$102,059.940 (Annual)
