Job Description
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) client and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Director, Clinical Service Delivery for Child, Youth and Family Mental Health & Substance Use (CYFMHSU), and working collaboratively with the CYFMHSU management team, the Manager, Child, Youth & Family Mental Health and Substance Use Services (CYFMHSU) is responsible for setting the direction of client/client care activities, operational planning, human resource management, financial management, education and research for the assigned programs. The position is responsible for development and implementation of care programs, policies and procedures in a manner aligned with the organization's culture, values and strategic direction and ensuring coordination of services with all relevant aspects of Mental Health & Substance Use Services and other Island Health programs.
Portfolio responsibility includes the following services in all communities served by the position (South Island; Centre/North Island):
- Child, Youth & Family Mental Health Services (Including Inpatient and Outpatient Services)
- Youth, Family Substance Use Services (Discovery)
- Services provided by Contracted Affiliates
- Crisis Services
- Vancouver Island Suspected Child Abuse & Neglect Team
- Her Way Home
- Eating Disorders
Education, Training And Experience
A level of education, training and experience equivalent to a Master's degree in a relevant healthcare discipline and a minimum of seven (7) years' related management experience in child and youth based services including mental health and substance use. Experience in working in both community and inpatient services essential. Experience in rural and remote care delivery an asset.

- Ability to integrate administrative, professional and operational aspects of the department throughout the Island Health in an effective and efficient manner.
- Ability to develop and nurture an environment where quality improvement principles are embraced and used on a continuous basis.
- Ability to develop and maintain collaborative partnerships and coalitions with other key service provider organisations to enhance the quality and efficiency of service provision.
- Demonstrated ability to lead in the context of evolving needs.
- Strong management skills, particularly in staff and budget areas.
- Ability to work effectively with staff and physicians.
