The Manager, Enterprise Clinical Informatics reports to the Director, Quality and Informatics and plays a critical, strategic leadership role in the Clinical and Systems Transformation (CST) Initiative across Provincial Health Services Authority, Providence Health Care and Vancouver Coastal Health, the VPPs. The Manager oversees a team of Clinical Informatics Specialists (CIS), provides expert clinical consultation and direction to operations, providers and practice leaders of their specialty area and serves as the lead strategic liaison between CST, VPP, Professional Practice and other key partners.

The Manager is pivotal in maintaining the Enterprise integrity of the specialty build within the CST Cerner system through critical consultative leadership and clinical informatics expertise to lead future transformation and optimization projects related to their area of specialty. The role is responsible for the planning and direction at the multi-health authority Program/Specialty Level and with all CST work streams to ensure the scale and fundamental nature of clinical transformation required are understood at appropriate leadership levels, the achievement of CST drivers/goals and the delivery of a well-planned strategy in collaboration with the health organization and VPP leaders.

What you’ll do

Provides leadership to CIS and other staff, other specialty teams, designated operational leaders, physicians, and project consultants/staff through collaborative coaching, guiding and modeling key behaviours and strategies to encourage dialogue and provide guidance and advice to facilitate resolutions to work issues. Implements effective performance development and performance management processes including delivering informational and educational programs.
Provides supervision, leadership, guidance and support to CIS’s within a designated portfolio. Monitors and approves requests for leaves of absence, overtime, vacation and/or sick time. Oversees all aspects of human resources management within the portfolio, in partnership with HR such as investigating work and staff issues, hiring, training and evaluating staff and initiating disciplinary action up to and including termination.
Administers policies and procedures, implements corporate initiatives including related programs and services. Participates in labour relation issues such as the grievance process and essential services planning. Attends and/or participates in third party hearings as a representative, as required.
Provides clinical informatics leadership to relevant operational leaders, physicians, partner groups and CST to ensure information technology design and future state workflows utilize the best opportunities to support and transform clinical practice, education, administration and research across the continuum of care and across specified programs and/or specialties within VPP.
Drives best practice and best clinical outcomes for the program(s)/services within the designated area of responsibility by collaborating with partners across the Lower Mainland to lead design that is based on best evidence and professional standards and meets organizational requirements. Evaluates and monitors success to ensure effective implementation of quality and system improvements.
Provides oversight to maintain the enterprise integrity of the specialty build within the CST Cerner system and lead futures transformation and optimization projects related to their area of specialty. Leads broad partner groups across the three health authority to identify clinical and business requirements. Facilitates consensus, consults, negotiates and shares information to achieve a common, comprehensive, enhanced and standardized future-state electronic health record that addresses the needs and strategic directions of the overall program(s)/service line(s)/portfolio(s).
Facilitates health organization teams in validating the required data elements for measurement of process and outcomes and ensures they are incorporated into system design and used to transform clinical practices across the health authorities. Collaborates on the development of relevant design standards, nomenclature, coding, decision support, quality assurance and testing activities.
Recommends prioritization for intake processes. Identifies clinical risks and provides detailed analysis of situation and escalates following established issues/risks escalation process. Provides regular status updates, project deliverables, and outcomes.
Leads the ongoing assessment post-implementation to enhance clinical adoption to maximize the benefits and increased patient safety related to the design and usage of the information system by monitoring system reports and by sharing and escalating these as appropriate at the program/specialty level. Performs audits to ensure users are using the system as intended and recommends corrective actions as appropriate.
Liaises with, guides and provides consultative direction within the designated area to ensure clinical processes for future state design are aligned with the CST drivers and the regional program/specialty areas. Problem-solves and addresses potential barriers to success.
Leads the facilitation, localization and implementation of program/specialty level workflow changes pertaining to clinical practice changes and implementation of new or revised policies, procedures, protocols and clinical processes impacted by the new clinical information system for the specified program/specialty.
Leads the ongoing development and maintenance of clinical education material and provides new and on-going education to new and current users of system changes with support of CIS’s.
Collaborates with the program/specialty and unit leadership with the process to ensure readiness for implementation and supports change management and learning strategies. Applies and provides informatics expertise to the development and operationalization of a framework to manage, govern, and sustain clinical content.
Participates in the development and maintenance of current and future state clinical content (e.g. order sets, care pathways, etc.), workflows and all necessary linkages to recommend appropriate clinical decision support interventions (CDS) and workflows.
Collaborates in the development of annual capital and operating budgets to complement strategic directions. Manages operating budget, monitors expenditures and initiates corrective action, as required.
Leads the ongoing assessment post-implementation to enhance clinical adoption to maximize the benefits and increased patient safety related to the design and usage of the information system by monitoring system reports and by sharing and escalating these as appropriate at the program/specialty level.
Develops, implements and communicates informatics related policies, procedures and workflow changes with health organization partners applies informatics expertise to approaches for knowledge management.

What you bring

Qualifications

A level of education, training, and experience equivalent to Bachelor’s degree in nursing, health sciences, health information or health administration profession, with seven (7) years’ recent related experience leading major clinical systems design, quality improvement initiatives and/or implementation, including two (2) years’ experience in a supervisory/leadership role in a large complex healthcare environment. Valid BC Driver’s License and access to a personal vehicle for business-related purposes.

Skills & Knowledge

Demonstrated knowledge of organizational MI clinical and administrative workflows. Strong understanding of clinical information/data and how these are managed, used and operationalized within a clinical information system. Demonstrated knowledge and skill in the implementation of evidence-based practice in a clinical setting. Demonstrated leadership in clinical and policy change. Broad knowledge of the applicable standards of practice and guidelines for clinical practitioners. Broad knowledge of clinical process, workflows, clinical services delivery and patient/client satisfaction determinants. Demonstrated clinical informatics expertise with the ability to apply systems and critical thinking. Demonstrates strategic, creative and strong analytical and organizational skills. Uses effective leadership, facilitation, communication and negotiation abilities to achieve consensus, resolve conflict, achieve desired outcomes and address potential barriers to success. Demonstrated ability to create and execute plans and ensure timelines are met while working with a variety of partners. Ability to supervise and provide work direction and/or guidance to staff and other partners. Exercises initiative, self-direction and problem solving abilities to identity gaps and opportunities for improvement. Demonstrated ability to communicate effectively, both verbally and in writing to variety of internal and external partners. Demonstrated knowledge of Lean or related process improvement principles. Demonstrated experience with functional requirement assessment. Ability to operate related equipment including applicable software applications. Physical ability to perform the duties of the position.

Job Type: Regular, Full-Time
Salary Range: $96,429 - $138,617 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
