MANAGER OF FINANCIAL SERVICES

Choices for Youth Inc. (CFY) is a professional service, youth focused, non-profit, charitable organization that creates spaces and conversations and operates programs and social enterprises to help vulnerable youth secure stable housing, employment, and education while improving health and family stability. With a focus on prevention, intervention, and support, we help youth, and their families break cycles of poverty and homelessness and transition to healthy, stable, and independent lives. CFY is currently seeking a full-time Manager of Financial Services to join our finance team.

Reporting to the Senior Director of Business Operations, Finance and Education, Employment and Social Enterprise (EESE), the Manager of Financial Services plays a vital role in ensuring the organization's financial integrity and sustainability. The incumbent will be responsible for overseeing the financial reporting process, participating in budgeting activities, supporting year-end accounting tasks, and maintaining compliance with funding sources. The Financial Services Manager will collaborate closely with the Senior Director to implement and enforce financial policies, procedures, and controls.

Key Responsibilities

  • Financial Reporting:
    • Generate accurate and timely quarterly financial reports.
    • Ensure the distribution of accurate and timely financial reports to department managers.
    • Support project analysis, validation of plans, and ad-hoc requests
  • Budgeting:
    • Actively participate in the annual budgeting process, collaborating with program managers to develop comprehensive budgets.
    • Monitor adherence to the budget throughout the fiscal cycle, providing insights and recommendations as needed.
    • Ensure timely and accurate monthly and quarterly budget reports are presented to the appropriate teams.
    • Assist with the preparation of program and project budgets and monitoring.
  • Year-End Accounting:
    • Support the Senior Director of Business Operations, Finance and EESE in completing year-end accounting tasks.
    • Ensure all reconciliations are complete and prepare working papers for external auditors.

    • Work collaboratively with the finance and other teams to ensure consistent adherence to established financial guidelines.
  • Compliance and Reporting:
    • Complete or assist in the completion of submission and compliance reports to funding sources.
    • Ensure compliance with reporting requirements for federal and provincial programs.
    • Assist with the development of risk management policies and procedures to ensure that program and organizational risks are minimized.
  • Inter-Departmental Coordination:
    • Ensure accurate and timely posting of inter-department charges according to budget and actual usage.
    • Collaborate with department managers to address any discrepancies or issues related to inter-departmental charges.
  • Program Funding Tracking:
    • Collaborate with program managers to establish and maintain a comprehensive system for tracking program-specific funding.
    • Monitor the utilization of funds and ensure alignment with approved budgets for each program.
    • Work closely with program teams to identify any variances in spending and address issues promptly.
  • Grant Management, Compliance & Reporting:
    • Oversee the financial aspects of grant applications, ensuring accurate budgeting and compliance with grant requirements.
    • Coordinate with program managers to gather necessary financial information for grant proposals and reporting.
    • Track and report on the status of grant funds, ensuring that all grant-related financial activities are well-documented.
    • Conduct regular reviews to ensure that all programs are in compliance with the financial terms and conditions of grants.
    • Provide support during internal and external audits related to program-specific funding.
    • Prepare and submit accurate and timely financial reports for all grant-funded programs.
    • Collaborate with program managers to gather relevant data and narratives required for grant reporting.
    • Maintain a comprehensive archive of all grant-related financial documentation.
  • Financial Reporting for Programs:
    • Develop and implement a system for generating detailed financial reports specific to each program.
    • Collaborate with program managers to provide customized financial insights and analysis, aiding in effective decision-making.
    • Ensure that program-specific financial reports align with overall organizational reporting standards.
  • Financial Training and Support:
    • Conduct training sessions for program managers and staff on financial management related to program funding.
    • Provide ongoing support and guidance to program teams to enhance their understanding of Financial reporting and compliance.
  • Other
    • Manage the accounts receivable & payable processes ensuring correct g/l allocation, coding and timely processing.
    • Ensure all statutory requirements of the organization are met including withholding, Goods and Services Tax, Health and Post Secondary Education Tax, Workplace Health Safety and compensation Commission, annual charitable return.
    • Support the Senior Director of Business Operations, Finance and Education, Employment and Social Enterprise in the completion of quarterly accounting tasks ensuring all reconciliations are complete and preparation of working papers.
    • Assist in the development and maintenance of policies, procedures and financial controls.
    • Other duties as required to ensure the successful operation of the Finance Department.
  • Payroll and Benefits
    • Ensure all government/benefit remittances are filed accurately and on time.
    • Oversee/manage payroll process ensuring accurate and timely processing and adherence to labor standards and collective agreement.
    • Manage year end process for the payroll function including year-end reconciliations.

QUALIFICATIONS AND EXPERIENCE

  • Minimum of bachelor's degree in accounting, finance, or BA with an emphasis in finance or accounting. Equivalent experience or education may be considered.
  • Experience in financial system upgrades and implementation is considered an asset.
  • Advanced knowledge of Finance and Project Management.
  • Prior experience working in a related position in the non-profit sector, social enterprise environment within agencies, foundations, government, or other aspects of the sector.
  • 5+ years' experience in accounting with demonstrated experience preparing financial statements and budgets.
  • Familiarity with grant reporting requirements and ability to interpret complex grant agreements.
  • Strong business and financial acumen
  • Ability to work in a face-paced complex environment.
  • Strong financial analysis skills with the ability to communicate financial information to non-financial stakeholders.
  • Enjoys working hard and approach challenges with energy and enthusiasm.
  • Collaborative and consultative approach to engagement and dialogue, inclusive team player.
  • Knowledge of best practices in program budgeting and financial tracking in the nonprofit sector.
  • Meticulous with a focus on accuracy and compliance, detail-oriented with strong analytical and problem-solving abilities
  • Ability to adapt to changing funding landscapes and regulatory environments.
  • CPA designation or enrollment in the program is considered an asset.
  • Excellent computer skills, experience with Simply Accounting (Sage 50) and Microsoft Office
  • Satisfactory Criminal Record Screening and Vulnerable Sector Check that is bondable.

WORK HOURS

Regular hours of work for this position are 9:00 am to 5:00 pm Monday to Friday (35 hours per week). Flexibility in work hours will be required from time to time to accommodate higher work volumes and organizational requirements, including the occasional and emergent need to work evenings and weekends.

COMPENSATION

The salary for this position will be $73,455.20 -$76,949.60 per year annually. CFY offers a competitive compensation package to qualifying employees, including but not limited to a health and dental program, employer matched RRSP, twenty days' vacation days and eighteen sick days.
