Quality Procurement Lead

Quality Procurement Oversight

  • Perform Quality Assurance Oversight of active Material and Services Procurements for technically complex procurement assignments for engineered products through all phases of the procurement process, from pre- tender planning to on-time delivery, where the engineering processes are developmental and specialized in nature, or there is no past precedent for technical, quality assurance through review of Supplier Inspection & Test Plans, specification of source surveillance and review of QA related concessions from the Supplier.
  • Assess and report on the status of ongoing effective implementation of a Supplier’s Quality Assurance program through periodic supplier performance evaluations and interfacing with Suppliers at their facilities.
  • Act as an information resource for Supplier Quality Assurance Program requirements to requisitioners and/or suppliers, assist suppliers with the development of quality assurance programs and assess supplier performance. Act as a Quality expertise resource to procurement units in Supply Division and provide required guidance to source surveillance and receipt inspection staff.
  • Investigate unsatisfactory Supplier Quality Assurance performance, issue Supplier Corrective Actions Requests and work with Suppliers to satisfactory and timely issue resolution.
  • Review procurement/material and service quality plans from suppliers and provide comments/accept on behalf of Bruce Power.
  • Plan oversight on Supplier’s procurement processes, coordinate and schedule oversight activities and prepare reports and oversight plans.
  • Participate on audits, surveys and assessments of Bruce Power suppliers to support the company’s business goals.
  • Review and Approve both Request for Quotes for Material Procurements and Request for Proposals for Services per Bruce Power procedures. These reviews provide required Quality Assurance (QA) oversight on planned procurements with validation that the Supplier is qualified on Bruce Power’s Approved Suppliers List (ASL) and checking that the appropriate procurement clauses are in place based on requirements.
  • Provide QA oversight on Pressure Boundary Purchase Orders through Review and Approval per Bruce Power procedures.
  • Provide assistance to Bruce Power Supply Chain on Quality Assurance issues related to Material and Service Procurements.
  • Maintain regular and effective communications with site management and technical, engineering and maintenance resources on supplier quality issues, including investigating and resolving site supplier quality problems.
  • Support the business goals by participating as required on supplier audits, carrying out surveillance assessments and providing technical guidance, assistance and support to procurement staff, source surveillance staffs, engineering staff, consultants and suppliers to identify, resolve and prevent quality problems related to the procurement of products and services. Provide guidance relating to the Approved Suppliers List (ASL), particularly scope of work, conditions, restrictions and code references, communicating changes to internal clients/stakeholders.
  • Review & Approve Quality Assurance related Supplier Concession submittals per Bruce Power procedures.
  • Review and Disposition Quality Assurance related discrepancies discovered at receipt inspection. This involves interfacing with the Supplier to understand the gaps and come to an acceptable resolution.
  • Review and Approve supplier prepared/submitted Inspection & Test Plans for material procurements per Company procedures.
  • Determine the need and the extent of source surveillance or other monitoring activities.
  • Using the supplier submitted Inspection & Test Plans, prepare, as required, source surveillance assignments based upon past experience and knowledge of product function, quality level, required level of reliability, maintainability, etc.
  • Perform periodic QA performance assessments on Suppliers to confirm ongoing effective implementation of a Supplier’s QA program. Develop and implement mitigation and escalation plans, as required, for poor supplier quality assurance performance.
  • When Quality Program non-conformances or weaknesses are detected, influence the supplier to take corrective action to correct the problem and prevent recurrence. Use Supplier Corrective Action Requests per Bruce Power procedures to drive improvements.
  • Interface with the supplier’s executive management on quality matters, obtaining acceptance of the corrective actions and commitment to resolve them.
  • Perform QA Oversight visits to Supplier facilities to promote the continued development and improvement of a Supplier’s quality assurance program.
  • Respond to supplier inquiries regarding Bruce Power’s supplier qualification process & quality assurance programs requirements.
  • Maintain up-to-date knowledge of developments in quality management, regulatory codes and standards and Quality Assurance qualifications through attendance in training courses, seminars, contacts with professional organizations and literature reviews in accordance with the QA qualifications and training requirements.
  • Provide advice and guidance to clients on the supplier quality assurance specification requirements and supplier approval process relative to the Company’s regulatory requirements.
  • Develop and implement an efficient and effective supplier quality assurance program identification and approval process, which meets the regulatory requirements of the Company.
  • Participate on regulatory committees as the Company’s representative. Advise on the source inspection requirements and strategy.
  • Develop divisional procedures and practices to ensure effective implementation of quality management requirements and established Governance. Submit to Supervisor for review and subsequent incorporation into the Division's quality assurance program and manuals.
  • Ensure that root causes of problems related to the procurement of regulated and non-regulated products and services are identified and effectively corrected by planning, organizing and leading evaluations of the effectiveness of the corrective action plans implementation of the quality-related activities of the Division, initiating Station Condition Records according to procedures. Assess the findings of such evaluations and present the results to managers and supervisors. Assess the effectiveness of corrective actions taken, either through follow-up evaluations, elimination of root causes or other means, as agreed with Supervisor. Keep Supervisor informed and receive guidance relative to policy matters. This includes site visits to domestic and international supplier’s business environment involving highway travel and overnight absences from home.
  • Maintain up-to-date knowledge of developments in quality management, regulatory codes and standards and Quality Assurance qualifications through attendance in training courses, seminars, contacts with professional organizations and literature reviews in accordance with the QA qualifications and training requirements.
  • Develop and implement mitigation and escalation plans for poor performing suppliers, including performance reviews with top problematic suppliers.
  • Collect and analyze supplier’s quality performance data to determine trends, recommend corrective and preventative actions, and initiate required actions in a timely manner to drive improvement. This includes interfacing with supplier’s quality, technical, and management personnel to identify quality problems and collaboratively developing and implementing solutions, and ensuring that effective corrective action is effectively implemented. Prepare various supplier performance reports and key performance indicators (KPIs) and supplier health index metrics.
  • Maintain regular and effective communications with site management and technical, engineering and maintenance resources on supplier quality issues, including investigating and resolving site supplier quality problems.
  • Perform any other related duties as assigned.

For assignment to Projects Procurement Quality support:

  • All duties as outlined in Procurement Quality Oversight (above), and including,
  • Review, evaluate and contribute to the preparation of the Surveillance Inspection plan.
  • Recommend modifications to product verification plans during the product life cycle as required.
  • When applicable, witness tests and ensure that test equipment and methods used are in compliance with the requirements and are acceptable,
  • Perform ongoing assessment of suppliers’ quality programs and recommend acceptance of implemented program. Assist fellow Quality Specialist in investigating field reports on failures, faults, or complaints regarding equipment, material or services.
  • Provide information relating to QA Program requirements aspect of the contracts.
  • Perform documentation review to verify that all applicable QA documentation is available and meet contract requirements.
  • Prepare Procurement Oversight Plans in consultation with Project Managers. Perform Oversight activities in coordination with the Supplier and Project Manager.
  • Review Procurement/Material/Service Quality plans prepared by Suppliers and provide comments. As qualified, accept on behalf of Bruce Power.
  • Prepare Oversight reports and follow up with suppliers for completion of Corrective Action Requests (CARs)
  • resulting from Oversight activities.
  • Schedule and Coordinate oversight activities for Projects. Prepare performance reports on Supplier performance and conduct regular periodic meetings.
  • Acting independently with limited supervision during supplier visits, identify and document issues and follow up resolution.
  • Work with Supply Chain - Supplier Performance and Supplier Quality Oversight organizations to ensure overall Supplier Performance Evaluation is effective and efficient. Provide timely feedback related to the effectiveness of the Supplier’s quality program to ASL Desk Authority.
  • Perform any other related duties as assigned.

Education

  • This knowledge is considered to normally be acquired by successful completion of a four (4) -year University degree in an appropriate engineering or science discipline.

Experience Required

  • A period of 6 years up to and including 8 years within the nuclear industry is considered necessary to gain this experience.
  • Requires experience to be knowledgeable of Canadian and international quality assurance standards and requirements, and quality management practices and their application to the design, procurement, production, inspection and testing of mechanical, electrical, electronic and computer equipment. Example - (CSA N286, CSA N299
  • Series, ISO 17025, 10CFR50 Appendix B, 10CFR21, NQA-1, CSA N285.0, CSA B51, NCA 4000, NCA 3800, ASME Sections III, V, VIII, IX, and XI etc.).
  • Requires knowledge and experience in the design, operation or maintenance of chemical, nuclear or thermal/fossil plants.
  • Knowledge of and experience with manufacturing and inspection processes related to the fabrication of nuclear component and materials.
  • Experience working in a Supplier Quality or Quality Oversight position preferably within the Nuclear sector.
  • Experience in the following areas would be an asset
  • Experience with computer software including Microsoft Project, Microsoft Access, Microsoft Word, and Microsoft Excel.

Experience with six sigma, continuous quality improvement, and best in class/lean techniques.
Prior experience as a Quality Engineer or Quality Specialist.
Related ASQ certifications (CQE, CQA, CQPA, CRE, or CSQE) are an asset.
Experience as an internal and external Quality Auditor (preferably having passed an ISO 9001/NQA 1 Lead Assessor course).
Working knowledge of electronics, mechanical engineering and software quality assurance.
