Reporting to the Regional Director Family Wellness, the Regional Manager Family Wellness is accountable for clinical and managerial leadership to assure the provision of quality community social work care provided to residents of Nunavut. The Regional Manager ensures all activities are compliant with statutory legislation and a variety of acts governing professional as well as various non-statutory professional and Departmental standard and legal procedures.

The Regional Manager Family Wellness will provide strong professional leadership and direction to all community social services workers and subordinate staff.

direct the integrated delivery of regional social service programs and services in accordance with applicable legislation, departmental policies, guidelines and accepted professional practice and ethics;
ensure that appropriate levels of professional client service are maintained and that programs are being delivered effectively, efficiently and in accordance with professional and departmental standards to individuals, families and communities;
monitor, evaluate and assign services for all aspects of the regional administration of the provisions of the Child and Family Service Act, Guardianship and Trusteeship Act, and other relevant legislation in collaboration with other Family Services staff;
represent the Director of Family Wellness by attending Nunavut Court of Justice where applicable and as required;
direct intervention services and/or coping strategies in crisis situations to ensure that short-term support services are provided until long term solutions can be developed or arranged in liaison with community, regional or territorial organizations or agencies;
establish regional program and service goals, objectives and performance indicators and targets and achieving acceptable results;
work with other associated professional bodies including the RCMP, Mental Health Workers, Medical Personnel, Education, Justice and various community based resources, as well as professional headquarters or regional departmental staff as required;
identify, analyze and act on emerging trends and program issues to reduce services gaps, plan for and respond to program growth to ensure that the programs and services staff, community agencies and informal community leadership;
coordinate clinical placements, for social workers and social service workers and other related trainees in the Region to ensure availability of Departmental services within communities;
develop and coordinate an effective multi-phase orientation program for all new community social workers and social services workers that include Inuit cultural, clinical and organizational management areas of knowledge and skills;
work with new graduates and inexperienced staff to identify and address learning needs and developing and implementing mentorship programs to meet those individual needs;
apply advanced practice knowledge and skills to ensure the maintenance of statutory appointments and clinical development for advanced social services work practice to ensure ongoing professional competencies;
develop more effective relationships and partnerships between communities, community leadership, Regional Inuit Associations, other relevant stakeholders and the Family Services system, in program planning and in the provision of social services;
establish and maintain effective communication linkages and working relationships with Headquarters Family Services staff and with external organizations providing services not available in the region to residents;
effective supervising staff and providing a staff development program aimed at improving their skills in the areas of responsibility, community relations and other areas related to social work;
evaluate in accordance with Government policies and procedures, the performance of staff with the aim of improving services and the professional capacity of staff, both individually and as teams;
consistently monitor staff performance and imposing progressive disciplinary action when required;
develop and implement effective budget controls managing the budget I accordance with the requirements for the Financial Administration Act and departmental policy;
provide information for Briefing the Minister and Deputy Minister where required;
develop budget documents and financial forecasts to support community program needs;
and coordinate with other departmental staff and responding to requests from the Office of the Child and Youth Advocate office.

The knowledge, skills, and abilities required for this job are usually obtained through an Undergraduate Degree in Social Work, and a minimum of four (4) years’ of experience in the child welfare field, Management and Supervisor skills attained from a minimum of 4 years management/supervisor experience in the Social Services/Human Services field; and staff supervision in cross-cultural environment, preferably in Inuit communities is required. Equivalency would be a Degree or Diploma in human service professions with transferable education and practical experience suited to Social Service Program delivery such as counselling, child and family services.

This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
