Job Summary
The Specialist, Labour Relations (LR) and Human Resources (HR) Compliance, is responsible for coordinating activities, especially data reporting and metrics, and supporting projects and recurring programs within the Compliance team, while also providing support to the larger LR team. The role supports day-to-day operations and ensures HR Compliance and LR processes are properly documented. Moreover, the incumbent coordinates essential tasks that ensure CN is compliant with collective agreements and employment legislation in Canada and handles confidential information related to grievances and complaints. The role liaises with Human Resources Information Systems (HRIS) and Information and Technology (I&T) acting as an LR systems superuser ensuring users have training and access to the systems.
Main Responsibilities
Day-to-Day Activities - 50%
· Prepare and distribute reports to meet Compliance requirements and LR business needs, enabling end users to run their own reports where possible
· Track complaints, issues and legal cases that implicate HR and LR, pulling reports and analyzes data for trends
· Support the harassment complaints resolution process, especially communications with workplace committees
· Update and circulate a briefing document highlighting the potential or actual impact of legislative changes
· Provide on-boarding and first-level support to users of LR systems, referring requests and incidents to HRIS and I&T or vendors when appropriate and works with HRIS, I&T or vendor to resolve them
· Draft presentations and other communications at the request of the Compliance team and LR leadership
Special Projects - 50%
· Develop new processes to improve team efficiency and effectiveness
· Explore new ways to share and present data to support compliance and LR business needs
· Collaborate with HRIS, I&T and liaises with the LR team to realize a smooth transition to new LR software systems and processes
Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The incumbent must be available to work evenings and weekends when necessary. The role requires minimal travel (5%).

· Minimum 2 years of experience in an office setting
o Experience in interpreting and applying collective agreements and relevant federal employment legislation
o Experience in building strong and positive relationships with stakeholders
Education/Certification/Designation
· Bachelor's Degree in Human Resources, Industrial Relations, or related discipline

The Specialist, Labour Relations and Human Resources Compliance, has autonomy to escalate systems-related issues to HRIS and I&T or the appropriate vendors; however, significant decisions are escalated to the Senior Manager. The incumbent handles confidential information related to grievances and complaints. The role substantially impacts CN's HR and LR ability to make informed decisions based on accurate and meaningful data and is regularly required to perform analytical reasoning and solution development, as well as apply ingenuity, creativity, and innovation to achieve desired results.
Level of Interaction/Influence
The Specialist, Labour Relations and Human Resources Compliance, interacts with individuals internal and external to CN. Within the organization, the incumbent liaises with LR and HR, management, and union users of LR systems, and occasionally Legal. Outside of CN, the role communicates with vendors who support LR systems.

The Specialist, Labour Relations and Human Resources Compliance, reports to the Senior Manager, Human Resources Compliance and has no supervisory responsibility
