TRANSPORTATION AND PARKING ENGINEER-IN-TRAINING (EIT)

JOB SUMMARY:

This position reports directly to the Transportation and Parking Engineer.

This position involves technical and administrative work in the planning, maintenance and operation of the Traffic and Parking controls and devices. Work also involves the application of technical skills to assist in Capital construction activities with emphasis on Traffic and Parking Management sectors.

Work involves short and long-term engineering assignments that are broad in scope and require the use of considerable knowledge and judgment in planning and making technical decisions and recommendations.

EDUCATION:

  • Must be a graduate from a recognized university with a degree in Civil Engineering and eligible for membership as a Professional Engineer in the Association of Professional Engineers and Geoscientists of New Brunswick (APEGNB). The incumbent must maintain membership and be in good standing with the association.
  • The APEGNB requires Engineers-in-Training, and Professional Engineers to maintain competence by various means such as the continuation of education through attendance at training seminars, conventions, courses and activities in one's field, reading and ongoing activity of an engineering nature in the person's field of expertise.

EXPERIENCE:

  • Minimum one year of related work experience in the field of Transportation Engineering as a Professional Engineer and/or as an Engineer-in-Training. The required experience can be a combination of related work experience and course experience in the field of Transportation Engineering at either the graduate or undergraduate level.
  • Must possess the experience and ability to perform technical research, develop administrative procedures, perform administrative assignments, and present comprehensive reports both oral and written.

LANGUAGE:

  • English is essential. The ability to communicate in both official languages is an asset, but not a requirement.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the objectives, principles, and practices of transportation particularly as it applies to traffic controls and traffic management, parking, planning and budgeting, preparation and review of plans or studies, preparation of specifications, traffic count collection and analysis, traffic modeling, etc.
  • Work requires knowledge of City by-laws, specific to the parking and traffic operation system, the enforcement system, and procedures, as well as Provincial regulations such as the Motor Vehicle Act, as well as Transportation Association of Canada (TAC) and Institute of Transportation Engineers (ITE) standards.
  • Knowledge of SimTraffic, Synchro, Vissim, Visum, Sidra, Centracs and/or other traffic modeling and management tools will be considered an asset. It is expected that the successful applicant will learn additional traffic analysis/management software.
  • Must possess strong organizational and time management skills and be capable of working without direct supervision.
  • Must have good writing skills including technical report writing to maintain accurate, complete, and current records.
  • Must be diplomatic and a good communicator and must also have appropriate conflict management skills in dealing with people in stressful situations.
  • This position requires a high-level of computer skills with knowledge of parking and transportation related software. It requires a high level of initiative in maintaining current knowledge, particularly in the field of computer technology including some computer-aided design, traffic and transportation software and Geographical Information Systems. Ability to skillfully use various administrative programs (MS Word, Excel, etc.) and corporate computer applications (GIS, Computer Maintenance Management System, etc.).
  • Requires the maintenance of a high-level of knowledge and understanding of various technical guidelines prepared by transportation-related organizations such as; the Institute of Transportation Engineers, the Transportation Association of Canada, the Canadian Parking Association, etc.

CONTACT:

  • Work requires contact with members of the general public, City Council, employees of the Corporation, contractors, outside agencies and other levels of government, local and regional police forces, local and regional parking and transportation authorities and local media.

SUPERVISION:

  • This position requires supervision of summer students.
  • This position requires a self-starter and highly motivated person working with minimal supervision.

CONDITIONS OF WORK:

  • Requires attitudinal characteristics that reflect the best interests of the Corporation and Community at large.
  • All employees must comply with Council and Corporate adopted policies (i.e. Attendance Management, Respectful Workplace and Health and Safety).
  • This work requires a high-level of attention with sustained periods of concentration.
  • Occasional periods of high stress in dealing with dispute resolution involving the public as it relates to traffic And Parking.
  • Good working environment with few disagreeable conditions.
  • This work normally requires little physical effort.
  • Hours of work are as per CHEA/PSAC Local 60200 Collective Agreement.

OTHER:

This position involves working with sensitive and confidential information pertaining to motor vehicle accidents and planning of future developments. Errors in judgment may cause significant embarrassment and loss of resources to the City.
