Job Summary

The Liquor and Cannabis Regulation Branch (LCRB) oversees the regulation, licensing and compliance of liquor establishments and events and non-medical cannabis retail stores. The branch works to protect public safety and to minimize the health and social harms of alcohol and non-medical cannabis. The Branch issues licenses in B.C. for making and selling liquor and for non-medical cannabis private retail sales. It currently regulates 10,000+ licensees, including pubs, bars, lounges, stadiums, nightclubs and restaurants, liquor stores, breweries, distilleries, wineries, and UBrews/UVins. In addition, the Branch regulates almost 30,000 Special Event Permit events, for events like concerts and weddings each year.
The LCRB is comprised of the Assistant Deputy Minister's Office (ADMO) and three divisions: Licensing Division (Licensing and Local Government Liaison), the Compliance and Enforcement Division (both regional and HQ), and the Corporate and Strategic Services Division.
The Compliance and Enforcement Division (C&E) supervises the conduct and operation of all licensed liquor and cannabis establishments in British Columbia in order to ensure public safety requirements are met. The Division also plays a key role in educating licensees about their responsibilities under both the Liquor Control and Licensing Act and the Cannabis Control and Licensing Act related regulations, the terms, and conditions applicable to particular licenses.
Reporting to the Area Supervisor, The Senior Inspector - Liquor and Cannabis (SI) works with a wide range of stakeholders and requires superior skills and judgement in managing competing issues and interests. The position initiates, plans, coordinates, and oversees regulatory compliance and enforcement projects with other LCRB C&E staff and other agencies. They also prepare operational plans and lead covert inspections/operations in the field.
Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
Education/Experience:
  • Bachelor's degree in a related field (Law, Criminology, Social Science) plus three (3) years' related experience.
  • An equivalent combination of education, training and related experience may be considered.

Related experience must include at least three (3) of the following:
  • Conducting field-based regulatory inspections.
  • Working in an environment requiring oversiteand application of legislation at a federal, provincial, or municipal level.
  • Gathering, assessing, and analyzing evidence and taking or recommending enforcement action.
  • Giving direct evidence and withstanding cross examination in judicial or administrative hearings.
  • Dealing effectively with individuals in complex or sensitive situations by using tact, persuasiveness, and diplomacy.

Preference may be given to applicants with the following:
  • Three (3) years' experience in more than three (3) of the above experience criteria.
  • A bachelor's degree in law or criminology.

Provisos/Willingness Statements:
  • Required to possess a valid Class 5 driver's license.
  • May be required to work weekends, evenings and holidays
  • May be required to travel throughout B.C.
  • May be required to use a privately-owned motor vehicle for work purposes.
  • May be required to travel great distances by car alone, late at night in remote areas of the province under a variety of weather conditions.
  • May be required to do a considerable amount of walking and be able to negotiate movement in busy establishments or special event locations which can include crowds, dim lighting, stairs, and loud noise.
  • May be required to work in an environment that can include outdoor spaces with uneven terrain

About this Position:
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
This position can be based out of any of the location(s) listed above.
