Hours of work: 35 hours per week

Our Human Resources team is growing and we are looking for a seasoned Advisor to lead our Benefit Program to ensure it's progressive, responsive to the wellness of employees but maintains cost effectiveness.

What you will do in this role:

In this role you will lead the benefit review project(s) to identify program and process redesign opportunities and develop recommendations to ensure it's competitive, sustainable, marketable and meets the needs of a diverse workforce.

You will participate in external benchmarking surveys and analyze results to recommend a redesign or influence potential union negotiations. Utilizing your experience, you will provide insights and guidance on benefit policy interpretation and claims, initiate revisions to contracts and benefit booklets, work with your Manager for the annual benefit contract renewal as well as lead the annual early retiree benefit premium renewal process.

This role involves the use of your analytical skills to analyze costing and provide advice during the benefit negotiation strategy during collective bargaining or to management. It will involve analyzing complex benefits utilization, costs, and trends, identify risks and areas that need improvement and make recommendations according to your findings. As well as, you will prepare a demographic report and risk analysis data for annual benefit renewal.

This work will involve collaborating with several internal and external partners.
  • In conjunction with Legal Services (or external legal firms), represent the Peel’s interest at Benefits related arbitrations or mediations if required
  • Liaises with Corporate Finance on annual HRBN survey and retirement benefits valuation process
  • Advises Human Resources leadership and Executive Team on program design creation, updates and implementation
  • Manage relationships with all external business partners including Benefit Carriers and Benefit Consultants
  • Collaborate with other HR functional areas to establish systems and processes to administer benefits programs and ensure the integrity and compliance of the program
  • Prepare ELT and Council reports on benefits matters and conduct the survey or research required by Commissioner, ELT, and/or Regional Council
  • Works with procurement to lead the procurement process, including preparing the Scope of Work, Request for Information or Request for Proposal documents
  • Prepare and communicate benefit plan summary to employees and other HR partners
  • Responsible for preparing benefits package and provide benefits orientation for Regional Councilors
  • Present and address questions at retiree benefits information sessions
  • Monitor benefits contracts with vendors/consultants and ensure contract details algin with current laws, as well as corporate guidelines, policies, objectives, and goals
  • Responsible for program and policy communication to internal employees and external relationships
  • Provide information, clarification and interpretation to management, employees and retirees regarding benefit plans and policies

  • Prepares technical program plans such as Benefit Contracts and assists Legal Services with Benefit Contract Benefit planning processes
  • Create Pathways announcements, email communications, employee surveys, and any other communication documents to promote benefits programs or provide updates
  • Communicate and implement benefit plan changes as a result of collective bargaining
What the role requires:
  • University degree in Human Resource Management, Finance
  • Five (5) years’ progressive experience in benefits field
  • Specialized knowledge of employee benefits programs, systems, tools and techniques
  • Thorough knowledge of benefit plan design, funding arrangement and renewal process
  • Project management certification
  • Combination of education and experience may be considered
Skills/Abilities:
  • Demonstrated skill in applying project management methodologies
  • Understanding of relevant legislation i.e., Employment Standards Act, CRA regulations, Human Rights Code, Provincial Health Care Legislation, tax provision, etc.
  • Experience and ability to conceptualize, develop recommendations to support decision making, and structure complex problems
  • Strong report writing, analytical and problem-solving skills
  • Demonstrate essential project management skills
  • Extensive knowledge of HRMS and MS Office applications
  • Advanced computer skills, especially Microsoft Excel data management and data analysis functions for detailed analysis
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 10 Peel Centre Drive, Bramptonworksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.
