The Opportunity
Under direction of the Manager of Housing the primary responsibility of this position is to assist the City to respond to the growing and changing needs for Affordable Housing in our communities. Though the oversight and implement of the City’s 10-year Affordable Housing Strategy as adopted by the St. John’s Municipal Council in 2019.
Accountabilities
- Lead the execution of the City’s Affordable Housing Strategy and associated implementation actions. Including support and assistance for housing research, reports and recommendations to Council, community partners and private stakeholder groups.
- Lead engagement and internal consultations related to the City of St John’s Affordable Housing Strategy objectives. Including chairing and preparing necessary information and documents for the Affordable Housing Working group and leading conversations on the intersections between housing, health, poverty reduction and the built environment. Also Chair of the Interdepartmental housing working group coordinating internal resources to further the Strategies targets.
- Develop and deliver workshops and forums on Affordable Housing and related issues.
- Research and inventory best practice models relevant to the City’s 10 year Affordable Housing Strategy priorities
- Oversee recurrent housing needs assessments for the City of St John’s and complete analysis of affordability indicators. As well as maintain a comprehensive non-market housing inventory and map for the City of St John’s.
- Research funding models and provide assistance to housing providers on the application and use of the funding models

Qualifications
Education – Bachelor’s Degree in: Social Work, Social Sciences, Community Development or Municipal Planning.
Relevant Experience – Minimum 5 years’ experience working collaboratively with multiple stakeholders. Considerable housing development experience and knowledge of building Affordable Housing would be an asset.
Individuals who possess an equivalent combination of experience and training acceptable to the City of St. John’s will be considered.
Hours of Work
Monday - Friday
9:00 a.m. to 4:30 p.m. (33.75 hours per week)
