Are you passionate about contributing your legal expertise to shape and enhance the field of Long-Term Care Inspections? We are seeking a dynamic and skilled individual to join our Ministry and play a pivotal role in providing strategic advice, fostering legal insights, and participating in the development of our appeals program.
The Ministry of Long-Term Care, Long-Term Care (LTC) Inspections Branch is an exciting and high-volume team responsible for enforcing applicable legislation, regulation, and ministry policy within the Long-Term Care sector. The Ministry of Long-Term Care works to ensure Ontarians receive access to the quality long-term care they deserve, in a safe, home-like environment when and where they need it. While overseeing long-term care in Ontario, the ministry works to support the best possible quality of life for residents with a focus on:
  • ensuring accountability, enforcement, and transparency through progressive enforcement tools, proactive and risk-based inspections, and easily accessible information for residents, families, and the public
  • building modern, safe, and comfortable homes for seniors which includes developing new beds and homes and replacing outdated beds and buildings
  • improving staffing and care for residents through initiatives that build up the supply of workers, help attract and retain workers in the sector, increase direct care for residents, and provide the right staff learning and training

What can I expect to do in this role?

In this role, you will:
  • Review and receive appeals from Long Term Care Homes (LTCH) operators of findings of non-compliance under the Fixing Long-Term Care Homes Act, 2021
  • Conduct independent investigations and reviews based on information provided by multi-disciplinary professionals and LTCH grounds for appeals
  • Consult with specialists in the Legal Services Branch to discuss all phases of the appeals process
  • Complete program and appeals analysis to make recommendations to the senior leadership team and ministry executives.
  • Provide project management expertise to improve program efficiency
  • Represent the Ministry on committees and working groups


How do I qualify?

Specialized Knowledge

  • You have knowledge of the appeals process to provide subject matter expertise and advice
  • You can review highly technical information in appeals documents, identify key issues, non-compliance and propose solutions and risk mitigation strategies.
  • You are able to understand legal documentation to work with Legal Services Branch regarding all phases of the appeals process
  • You have experience interpreting and applying provincial legislation (e.g. Fixing Long-Term Care Homes Act, 2021, Provincial Offenses Act, or other Acts similar in nature)


Analytical and Problem-Solving

  • You can assess non-compliance with findings and appeals rationale to identify options for resolution
  • You have research and investigation experience to examine issues, legislation and business practices to review for compliance
  • You can analyze program delivery and non-compliance data and understand their implications and the impact of proposed initiatives and/or program changes.
  • You can conduct research, analysis and evaluation of information access, policy/program methods and trends in other branches, jurisdictions, and the LTC sector, and provides input to options and recommendations for policy/program improvements.


Project Management

  • You can effectively complete project deliverables from initial concept through completion
  • You can identify and troubleshoot problems related to project deliverables and develop recommendations
  • You can provide project information, liaison and analytical support services to the program area


Consultation and Relationship Building

  • You have demonstrated sound judgement, tact, political sensitivity and diplomacy
  • You are able to build and maintain strong relationships with partner branches, other ministries, internal and external stakeholders to develop consensus and support for appeals
  • You have effective consultation and negotiating skills to gain support for appeals process and program initiative changes


Communication

  • You have oral and written communication skills to present complex policy or program analysis and recommendations, issues analysis documents and proposals to address/resolve contentious, politically sensitive appeals issues
  • You have presentation skills to present appeals issues/ recommendations for resolution
