PURPOSE: Reporting to the Budget & Reporting Manager, the Budget & Reporting Advisor is an integral member of the Finance team and is responsible for external and internal financial and regulatory reporting for programs managed across the organization. The Budget & Reporting Advisor supports internal and external audit processes and assists with compiling comprehensive financial information for departmental decision-makers. One full-time permanent position is available that will be required to work in the office, remotely, and with minimal travel required.
COMPENSATION AND BENEFITS: Cowichan Tribes offers an excellent benefit and pension plan available after successful completion of the probationary period. The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $40.61 - $43.08 per hour ($73,912.89 - $78,404.51 annually).
RESPONSIBILITIES:
Prepares monthly, quarterly, and fiscal year financial reports/statements for presentation and review
Prepares account and program reconciliations for review by the Budget & Reporting Manager
Collaborates with department managers and directors to prepare and submit funding applications
Ensures compliance with monthly, quarterly, and annual regulatory reporting processes
Assists with developing budgets and performs variance analysis and recommends options to management for corrective action
Works closely with the Budget & Reporting Manager to problem solve, create cross-team efficiencies, manage day-to-day inquiries, and provide enhanced Finance customer service to the Organization
Supports the Budget & Reporting Manager in policy development and management
Supports the Budget & Reporting Manager in the internal audit function
Maintains internal controls across the finance functions and coordinates annual testing of key controls
Suggests improvements to in-house accounting system and assists with development as needed
Assists the Asset Manager with inventory management
Review and approval of receivables and receipts
Prepares monthly bank reconciliations
Prepares monthly credit card reconciliations
Participate in investigations where necessary
Oversees prepaid expenditure tracking and management of prepaid cards (gift cards, gas cards, etc.)
Actively committed to ongoing professional development, especially in the area of accounting/finance to ensure the accounting practices are in compliance with applicable accounting standards and legislation
Other related duties as required
EDUCATION AND EXPERIENCE: (please attach all required documents)
- Post-secondary degree related to finance, business administration, economics, or mathematics
- Related training and experience will be considered
- Either a Chartered Professional Accounting (CPA) designation, Certified Aboriginal Financial Manager (CAFM) certification, or relevant experience in public practice is considered an asset
- Working knowledge of PSAS, Canadian GAAP, IFRS, and indirect taxation considered an asset
- Minimum of two (2) years working in or with a First Nation community considered an asset
- Valid BC Driver's License
- Criminal Record Check
- Effective December 1, 2021 full vaccination against COVID-19 is required to be eligible for employment at Cowichan Tribes. Successful candidates will be required to show Proof of Vaccination as a mandatory condition of their employment
KNOWLEDGE, SKILLS, AND ABILITIES:
Advanced proficiency with common accounting systems, and thorough knowledge of financial planning, reporting and management
Technical and analytical expertise with the ability to provide solid accounting advice/direction to other staff members
Excellent written and verbal communication skills
Demonstrated analytical and problem-solving skills
Expert skill level in Microsoft Excel
Demonstrated ability to work under pressure, meet strict deadlines, multitask, and function independently in a fast-paced environment where priorities and tasks are often subject to change
Knowledge of risk management, and financial and internal controls
Excellent interpersonal skills and customer service focus
Ability to handle confidential information in an ethical and professional manner
