Currently, our Supply Chain division has a Buyer Analyst 1position available in the Strategic Sourcing and Procurement department.

The Buyer is responsible for purchasing a specialized range of products and services for a wide variety of customers in Bruce Power. Establish and maintain effective relationships with requisitioners and local, national, and international supplier communities as appropriate to ensure effective procurement planning. Process and administer contract terms and conditions, complex evaluations, claims and adjustments.
This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.

What will you be responsible for?
  • Receive assignments from Supervisor or directly from requisitioners where the procurement issues are primarily commercial including assignments for engineered products where the design, technical specifications, regulatory requirements, quality assurance standards and inspection checks are already established.
  • Refer any unusual situations or problems to Supervisor, as they arise.
  • Maintain knowledge of appropriate supplier capabilities and an awareness of conditions in the marketplace on assigned goods or services and keep stakeholders informed.
  • Determine the needs of our customers; material and/or services, expedite and provide status information to stakeholders as requested. Work to identify and resolve challenges that impede either the delivery of parts or services to our customer’s, referring unusual problems to supervisor for resolution.
  • Initiate and participate in the development of procurement strategies responsive to requisitioners' requirements and to maintain capable and competitive sources of supply. Work closely with internal customers and material suppliers to identify innovative procurement strategies utilizing technology where possible.
  • Examine possibilities for cost savings through alternate sourcing. Identifying and qualifying additional suppliers to add to Bruce Powers Approved Supplier List (ASL)
  • Perform commercial evaluations of potential suppliers and refer technical and financial items to the appropriate specialists / stakeholders for evaluation and qualification.
  • Review requisitions for completeness and accuracy. Check technical descriptions and determine if there is regulatory, quality assurance or other special technical requirements and refer to Contract Engineers/Administrators, Engineering Technologists, Engineering or the end user.
  • Liaison with requisitioners and other specialists / stakeholders to investigate possible substitute materials / options when special supply issues / disruptions occur.
  • Assess procurement options such as requests for quotations or proposals, and determine the most appropriate solution, taking into consideration the requirements of the requisitioner (i.e., cost, scope, schedule) and the Company.
  • Verify single source acceptability and obtain approval to negotiate authority as per Bruce Power Procurement procedures and practices.
  • Analyze system reports to identify items suitable for commodity contracts. Obtain proposals for supplier(s)
  • Negotiate agreements with supplier at appropriate price and service levels using established template.
  • Administer addition of new items. Provide day-to-day administration of commodity agreements.
  • Gather information for the preparation or review of tendering documents as required, working with requisitioners, technical service personnel and others to obtain all appropriate technical and commercial data.
  • Develop and select the appropriate commercial conditions including, progress payments, holdbacks, duty, taxes, escalation, foreign exchange, warranty, delivery, transportation, and supply and install provisions.
  • Ensure that the evaluation criteria, where required, is included and is acceptable.
  • Prepare and issue bid lists and obtain approvals where there are regulatory requirements or changes or ambiguities to technical requirements which require clarification.
  • Coordinate and track preparation scope for upcoming outage milestones, MS06 and MS25
  • Communicate MS06 and MS25 progress and risks through Outage Execution Managers and appropriate stakeholders through standard communication and routine Outage meetings.
  • Participate in MS06 and MS25 signoff.
  • Communicate and track preparation scope to meet Online milestones using the T-week plan.
Knowledge and Skills
  • Develop and select the appropriate commercial conditions including, progress payments, holdbacks, duty, taxes, escalation, foreign exchange, warranty, delivery, transportation, and supply and install provisions.
  • Ensure that the evaluation criteria, where required, is included and is acceptable.
  • Prepare and issue bid lists and obtain approvals where there are regulatory requirements or changes or ambiguities to technical requirements which require clarification.
  • Proficient with Maximo and familiar with e-procurement system and process, while able to effectively communicate status of materials and service contracts throughout the supply chain life cycle.
  • Ability to negotiate with internal and external stakeholders to reach an agreeable solution to meet the needs of the customer.
Education and Experience
  • This knowledge is considered to normally be acquired in and equivalent to a Grade 12 education in a secondary school plus one of the following:
    • Two-year course of concentrated study in a program such as Business-Purchasing obtained in the Province of Ontario form a College of Applied Arts and Technology or Community College
    • Certificate in Supply Chain Management -PMAC/SCMA (1 year certificate)
    • Operations Management Diploma (3-year program)
    • SCMP designation (with another post-secondary)
    • Bachelor of Commerce (University Degree)
    • Business Bachelor of Arts (University Degree)
  • A period of over six years is considered necessary to gain this experience
