Capital Projects Officer
The Alexander First Nation (AFN) is a Cree First Nation community located 40 miles northwest of the
City of Edmonton, Alberta. The AFN governs and administers an effective management operating structure that is community-based and is guided by qualified operational policies to ensure consistency with applicable laws and regulations.
JOB OVERVIEW
The Capital Projects Officer, under the direction of the AFN Executive Director of Community
Infrastructure, is responsible for the overall project management of all AFN Capital Projects. Working collaboratively with AFN departments and external contractors, managing relationships with key stakeholders, people management, ownership of the project operational budgets, and researching and securing funding are all key responsibilities for this role.
PRIMARY DUTIES AND RESPONSIBILITIES (include, but are not limited to)
This is a full-time professional position requiring the Capital Projects Officer to deliver the following duties and responsibilities in a manner that is consistent and cognizant of the Alexander First Nation policies, applicable standards and professional practices.
- Relevant experience in overseeing and meeting detailed operating budgets, timelines, people, and processes
- Comprehensive knowledge of construction management, including understanding the roles of various trades, estimating, ability to read and interpret blueprints and technical drawings, building codes, contract management, and safety and best practices
- Experience in creating project plans, risk assessments, contingency planning, tracking and management of project progress, tracking issues, and managing resources
- Knowledge of drinking water safety and waste handling regulations is an asset
- Create and maintain project schedules and plans and identify and manage opportunities and risks to achieve the best possible impact on schedule and targets, including working with various teams to meet deadlines and completion dates
- Work with various engineers, architects, and planners and ensure all projects have the correct permits, field reviews, and inspections as required and are completed to the required codes
- Issue tenders, request project quotes, and procure materials as necessary, ensuring accurate materials and costs according to specifications and requirements
- Maintain, track, and report all financial aspects of the project, including change orders, forecasts, and progress billings where necessary
- Lead meetings with internal and external stakeholders to monitor and support the project’s progress and schedule, attend and produce minutes for client meetings as required.
- Conduct, manage, and respond to regular quality control work inspections, field reviews, and site visits by maintaining a routine physical presence on the project site location and attending various project walkthroughs and site meetings as required.
- Create and communicate progress reports to Executive Director
EMPLOYMENT REQUIREMENTS & QUALIFICATIONS:
- Post-secondary education in Construction, Engineering, or Project Management is an asset
- Project Manager Certificate will be an asset
- Computer skills and knowledge of office software packages, Microsoft Office Suite
- Excellent problem-solving skills, ability to forecast, work under pressure, and manage conflict effectively
- Flexibility and the ability to adapt to rapidly changing work priorities, ensuring prioritizing and completing tasks on time
- Experience in providing sound advice and recommendations
- Proven leadership, communication, and negotiation skills
- Expertise to resolve project disputes with minimal assistance
- Ability to inspire and foster an environment of cooperation between different departments and co- workers
- Experience with ISC funding requirements and reporting
- Preference will be given to an AFN Band member who meets the qualifications
Salary will commensurate on experience and qualifications.
