School District 85, Vancouver Island North, is seeking candidates for a new full-time exempt staff position to
support the implementation of the Community Outreach Strategy. The Community Outreach Manager will
support the District Safe School Coordinators and Safe Schools Teams to develop and coordinate programs
and services that identify and support students at risk from becoming involved in higher-risk activities and
lifestyle choices that that may lead to involvement in gang-related and criminal activity. This role is rooted in
building rela�onships, collabora�ng with many stakeholders, and bringing effec�ve student-centred
programs and supports together to provide the best opportunity for success for youth.

Salary and Benefits: The position includes full benefits and an expected salary range of $92,280 to $115,350,
depending on qualifications and experience.

The Community Outreach Program Manager will report to the Assistant Superintendent and work with the
SD85 Principal of Indigenous Programs, Safe Schools Teams, School Administration, RCMP, Youth Probation,
MCFD Social Workers, Indigenous staff, and other community service providers. They will work in
partnership to develop and implement a strategy that will provide wrap around intervention and supports for
youth targeted by, engaged in, or at risk of engaging in: organized crime/gang activity, serious violence,
substance use, and/or exploitation. The focus will be on a program that serves intermediate and secondary
students across the SD85 Vancouver Island North schools and outreach to those youth not currently engaged
in school.

Responsibilities:

  • Research and recommend a Community Outreach strategy that includes programs, supports, services,
staff training, and community connections.
  • Manage the implementation of the Community Outreach strategy, including partnerships, grant
applications, contracting, reporting and other requirements.
  • Oversee strategy coordination throughout the district, including developing a framework that will
assist with identifying at-risk students and families requiring support, providing targeted


communications to schools, families, and students, and managing the service delivery infrastructure
with District staff.

  • Identify, recommend, and co-develop action plans regarding potential partnership opportunities and
new programs and services to support the Community Outreach strategy.
  • Provide reporting as requested by the School District and the Ministry of Education and Childcare.
  • Liaise with the District Safe Schools Teams and RCMP to monitor at-risk activity trend information,
including from social media sources.
  • Collaborate with other School Districts on program approaches and strategies.
  • Implement and manage referrals process for youth from families, schools, and partner organizations.
  • Implement procedures to provide immediate support to youth which may include coordinating home

visits, services to provide access and transportation to community services, and other supports as
needed.

  • Collaborate with school-based teams (SBT) and community teams for needs analysis of recommended
student programs and services that will support the overall outreach strategy.
  • Lead district team meetings, manage information sharing requests, and track and provide reporting
on student outcomes.
  • Provide direction and support to school teams in conducting informed threat assessments and
response plans for students in alignment with the Community Outreach strategy.
  • Build capacity of school teams to respond with supports for students through workshops,
presentations, and consultation.
  • Support school programs that target reduction of behaviours and other risk enhancing factors.

The ideal candidate will have:

  • Demonstrated high level of personal and professional integrity.
  • Recent experience providing programs and services to at-risk youth in a leadership role.
  • Knowledge and understanding of the cultural values, traditions, and language of the Kwakwaka’wakw.
  • Training and experience in trauma-informed practice.
  • Experience managing a program comparable in scale and level of coordination, including the
budgetary responsibilities required for program administration.
  • Experience managing employees in a direct reporting relationship.
  • Ability and disposition to influence and work collaboratively with multiple stakeholders, all levels of

school and district leadership and community partners in support of the mutual goal of supporting
student needs and partnerships.

  • Ability to manage relationships with client families and stakeholders, demonstrating empathy,
maturity, and patience.
  • Strong interpersonal and communication skills, including presentation skills.
  • Strong organizational skills.
  • Extensive experience with Microsoft Office Suite, standard business software applications and basic

visual design programs (such as Canva or InDesign).

Eligibility:

Applicants must have:
  • Post secondary educa�on in social work, counselling, criminology or another relevant field.


  • Clearance from the Criminal Record Review Program to work with vulnerable popula�ons
(children/youth).
  • Legal eligibility to work in Canada.
  • Class 5 Driver’s Licence and vehicle.
