The Department of Municipal and Northern Relations is seeking a qualified individual to fill the position of Community Planner in Morden. The Department works with municipal partners to build strong and healthy communities. This includes building municipal capacity, supporting and improving community development, planning and permitting, and strengthening collaboration and shared solutions with municipalities. The Community Planning branch provides professional and technical services to municipalities and planning districts outside Winnipeg and to northern communities.The Manitoba Government has a comprehensive benefit package which includes extended health care, health spending account, dental care, vision care, long term disability insurance, group life insurance, maternity/paternity leave, family related leave, and a defined pension plan (some pension plans allow for portability between the Civil Service Superannuation Board and employers.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid full stage Manitoba Class 5 driver's licence.
  • Membership or eligible for membership in Canadian Institute of Planners.
  • Must be able to travel to early morning and evening meetings throughout the Province, as required.

Qualifications:
Essential:

  • Post-secondary degree in Urban, Rural or Regional Planning. An equivalent combination of a directly related degree and planning experience may be considered.
  • Experience in land use planning, including review of development plans, zoning by-laws and subdivisions.
  • Experience handling sensitive issues in a collaborative manner using tact and diplomacy.
  • Strong problem solving skills with the ability to find solutions through negotiation, consultation, and collaboration.
  • Experience working on complex policy and planning initiatives.
  • Strong written communication skills to clearly and concisely prepare reports, briefing notes and memos at a professional level to present complex planning issues and recommendations.
  • Excellent interpersonal skills to facilitate effective working relationships with internal and external stakeholders.
  • Experience working with Geographic Information Systems (GIS) and its application in the field of planning.
  • Strong verbal communication skills to clearly articulate information to a wide range of audiences.
  • Well-developed organizational and time management skills, including the ability to work under pressure to manage multiple deadlines with limited lead time.
  • Experience positively adapting to changes in priorities and workload demands.

Duties:
The Community Planner provides professional planning services which include assisting local governments in identifying and establishing co-ordinated land use policies, processing subdivision applications, researching, developing, reviewing and refining policy related to land use planning. This position is responsible for participating and supporting the Branch in a number of key department and government priorities, such as providing proactive, timely and relevant services.
