ABOUT THE ROLE
This role repots to Supervisor, Financial Reporting and Corporate Accounting in Finance Department. The successful candidate is responsible for supporting financial reporting function, banking administration, compliance to financial regulatory requirements and review and assess internal financial reporting processes to ensure a strong internal control environment through the development of policies, procedures, implementation and monitoring compliance.
MAJOR RESPONSIBILITIES
• Ensures financial transactions that have a Corporate impact are accurate and in compliance with Public Sector Accounting Standards (PSAS), Generally Accepted Accounting Principles (GAAP) and Regional policies and procedures.
• Prepares reconciliations and works with Departments on any unreconciled items, including analysis of various general ledger accounts and review of missing or erroneous transactions.
• Ensures efficient and effective functioning of banking operations, such as maintaining accurate and up-to-date records of customer accounts, processing account openings, closures and updates, assisting banking related inquiries and compliance. Works closely with department finance teams, risk management, internal and external auditors.
• Ensures York Region adherence to Payment Card Industry Data Security Standard (PCI DSS) requirements. Develops, implements, and maintains PCI DSS compliance programs and policies. Stays updated on changes in PCI standards and ensures continuous alignment with evolving requirements. Acts as a point of contact for investigating and responding to security incidents.
• Analyzes bank reconciliations to follow up on discrepancies and records appropriate journal entries to ensure accuracy of Regional financial information.
• Verifies, reconciles, analyzes and advises on accounting transactions to inform the Region's activities and reporting.
• Reviews and maintains financial and accounting policies and procedures governing financial transactions and reports that reflect the financial performance of the Region to ensure accuracy and compliance with Public Sector Accounting Standards (PSAS).
• Administers assigned Regional financial administrative programs and analyzes financial, economic, policy and legislative development to support the formulation of recommended strategies to ensure achievement of program objectives.
• Supports the development and implementation of program frameworks, project plans, process guides, and communication and change management strategies to ensure achievement of program objectives.
• Researches issues and recommends modifications to financial and accounting systems and procedures.
• Develops and documents financial and accounting policies and processes to maintain and strengthen internal controls.
• Prepares and delivers presentations to staff and management as required.
• Provides consultation and guidance to staff on Regional financial administrative programs.
• Liaises with internal department and cross-department staff and external contacts/customers, such as vendors, banks and local municipalities.
QUALIFICATIONS
• Successful completion of a University Degree in Accounting, Commerce, Finance or related discipline.
• Successful completion of the Chartered Professional Accountant - Professional Education Program (CPA-PEP) or equivalent training.
• Successful completion of the Chartered Professional Accountant - Common Final Examination (CPA-CFE).
• Minimum three (3) years' financial and accounting experience, including financial analysis, accounting transactions, and policy and procedure development.
• Knowledge of generally accepted auditing practices and principles, accounting principles, consolidations, finance, and budgeting principles and practices.
• Knowledge of applicable laws, codes, and regulations, including federal and provincial statutes.
• Knowledge of and experience with financial computer applications, including large-scale Enterprise Resource Planning (ERP) systems.
• Experience in working within a large, multi-divisional organizational with various lines of business.
• Strong proficiency in word processing, spreadsheet and database applications, including Microsoft suite of products; advanced MS excel skills.
