Description of position

The Customs Compliance Analyst will be responsible for all aspects of importing and exporting Costco merchandise in compliance with applicable laws, regulations, and policies. The Customs Compliance Analyst will liaise with multiple departments to support Costco's import, export and SFCA programs and may be required to provide training.

The Customs Compliance Analyst will also be responsible to document that food products sold by Costco have the appropriate Safe Food for Canadians Act (SFCA) licenses and have gone through the internal SFCA process.

Daily tasks and responsibilities

  • Ensure the proper classification, valuation and country of origin of imported merchandise and the proper use of duty preference programs. May be required to write and submit ruling requests to CBSA.
  • Support merchandising departments and participate in department product reviews to validate classification and ensure compliance with all governmental agencies
  • Assist in reviewing and developing compliance procedures for service providers and Internal stakeholders
  • Ensure compliance from Food vendors with respect to the SFCA activities (license, documentation)
  • Ensure items under Costco’s license have received the approvals for all necessary labeling, packaging, standards and grade provisions for items regulated by SFCA and document this in the application
  • Determine items that do not have all the required steps completed and follow up with the appropriate group as required
  • Provide relevant information on SFCA to the required groups
  • Monitor trade restrictions, general prohibitions and apply to business processes
  • Serve as an internal resource for information requests in regards to import/export compliance
  • Respond to CBSA, CFIA or other governmental agencies inquiries and requests for information
  • Develop and maintain training materials
  • Develop corrective action recommendations for non-compliance of any policies, laws, or regulations
  • Assist in additional areas as requested, including but not limited to: Export reporting, Forced Labour Requirements, Trade Agreements, Labeling regulations and origin markings and government audits

Non-essential functions and tasks

· Assists in other areas of the department as necessary.

Typical schedule

May be required to work evenings and weekends based on the needs of the business.

Hybrid Model up to 2 days working from home after probation period.

Qualifications (Costco-specific or industry-specific skills that candidates must possess)

Education/Training:

  • University degree in a Customs related field is preferred.

Permits/Licenses/Certifications:

  • Licensed CCS – Certified Customs Specialist is required.

Experience:

  • 3-5 years import and export compliance and/or international trade experience is required.
  • Experience with CFIA and OGD rules is required.
  • Good knowledge of import and export global trade regulations, import classifications, valuation, country of origin, Trade program and CFIA/Health Canada Licensing is required.

Knowledge/Skills:

  • Excellent knowledge of business software applications (Word, PowerPoint, Access, Google and Excel) is required. (Candidates will be tested)
  • Knowledge of CFIA, Health Canada and Labeling regulations is required.
  • Strong working knowledge of Iseries options, is required.
  • Motivated self-starter with ability to work with minimal supervision.
  • Possess strong communication (written and oral) and interpersonal skills.
  • Be able to work independently and in a team environment.
  • Have strong time-management and organizational skills.
  • Manage different priorities with precision and attention to detail while meeting deadlines.
