Arviat is one of the most southerly and accessible Inuit Communities in Nunavut, Canada’s newest territory with an estimated population of 3,500 plus.
Arviat is located on the western shores of Hudson Bay, approximately 200 km north of Churchill, Manitoba. Framed in by several large barren land rivers, Arviat is surrounded by lively rolling tundra, an intriguing land rich in wildlife, a gently rolling landscape dotted with lakes and ponds, and steeped in Inuit Culture.
There are a number of compelling reasons why Arviat is becoming a unique Arctic community and destination. The second largest community in Nunavut, Arviat remains closely tied to its traditional Inuit roots, and in addition to having a vibrant arts and crafts industry is also becoming a center of mine training and employment for the Kivalliq Region.
Reporting to the Senior Administrative Officer, the Hamlet of Arviat has an opening for a Director of Corporate Services.
The Director of Corporate Services is a member of the municipal administration team.
This position is responsible for handling highly confidential and sensitive matters and to maintain files and records of a confidential nature.
The Director of Corporate Services must live and be willing to work in Arviat. This job cannot be done remotely from another location.
The Director of Corporate Services may be required to work during evenings and weekends as necessary to complete the objectives of the finance department.
Responsibilities:

  • To prepare monthly financial statements for Hamlet Council, Senior Administration Officer, Department Heads and Managers, Department of Community and Government Services.
  • Prepare all documents and schedules and work in a positive working relationship with the external auditors.
  • To manage the accounting and financial reporting of a large number of funded third party contracts with Government of Nunavut Departments, Federal Government Departments, Inuit Organizations, and other agencies.
  • In communication with hamlet council and hamlet staff prepare an annual budget for the hamlet including all sources of revenues, all operating expenditures, capital sources of funds and projected capital expenditures.
  • Directs, supervises, and otherwise manages employees within the finance department and be accountable for the accounting services team in its day-to-day activities.
  • Be a member of the hamlets bargaining committee.
  • Maintain personnel management systems, files, data, and software.
  • Prepare, review, and assist in the management of all contracts and tenders.
  • Be the leader in the collection of information pertaining to the annual sealift of purchased goods including the ordering and pricing functions.
  • Ensure that all hamlets’ assets are insured and provide direction and management service to the implementation and management of a Hamlet wide asset planner and asset management system.
  • Be a member of various committees such as the emergency preparedness committee and the occupational health and safety committee.
  • Arranges and executes borrowing authorized by council and provides for the investment of reserves and other funds.
  • Prepares reports, make recommendations / presentations and on request attend evening council meetings, community groups, public and / other meetings, as required.
  • Direct and monitors the human resources activities of the finance department.
  • Performs other duties as assigned in accordance with corporate objectives.
  • Manage the information technology hardware and software requirements of the Hamlet including fluid manager and SAGE Accounting software.


Qualifications:

  • Excellent communication skills.
  • Possess computer skills in the use of SAGE 300 accounting and financial programs.
  • Other Computer Skills – Microsoft Word, Excel, and Power Point
  • Thorough knowledge of applicable legislation, acts, statutes, and regulations.
  • Understand Generally Accepted Accounting Principles and Standards.
  • Must have a professional accounting designation and or other equilivant education in a related discipline.
  • Maintain confidentiality as required.
  • At least 10 years related experience in a municipal finance or related sector.
  • Good record management skills

  • Able to deal effectively, courteously, and tactfully with the public.

  • Ability to work with constant interruptions and under pressure.
  • Ability to organize and maintain information in a data base and in paper files.


Remuneration and Hours of Employment:

  • Hours of employment are 8:30 A.M. to 5:00 P.M. Monday to Friday. (37.5 hours per week)
  • Compensation to be determined based on qualifications.
