Job description

Job Title: Director of Environment and Natural Resources, Full-time Permanent.

Location of Position: The position will be based at our offices in Corner Brook, NL.

Hours of Work: 35 hours weekly, Monday to Friday, 9 am to 4 pm

Rate of Pay: $72,250.00 per annum.

Job Description: Reporting to the Band Manager, the Director of Environment and Natural Resources is responsible for the administration and leadership of Band's Environment and Natural Resources Department. including management of staff and the various natural resource related programs and services. The Director will work with the Band's Standing Environment and Natural Resources Committee, Band Manager, and other Departmental Directors on the development and implementation of the Band's Strategic Plan. The Director will create Annual Operating Plans for each division in the department to achieve our Strategic Plan objectives. The Director will develop and maintain relationships with various community partners and stakeholders to enhance opportunities for the Band and its members.

Direct Reports: All employees and/or managers of the Department

Main Areas of Responsibility:

  • Oversee the management of all the Department's staff, programs, and services.
  • Manage the Departmental finances including budgeting financial monitoring.
  • Ensure all relevant operations are compliant with QFN's ISO 90001 certification.
  • Regularly review and recommend updates to policies and procedures of the Department.
  • Coordinate the creation of annual operating plans with specific Departmental objectives.
  • Implement and monitor annual operating plans.
  • Assign members of the Department to plan and deliver on all projects and programs as required.
  • Identify and take a lead role in developing new proposals and opportunities.
  • Create and maintain relationships with key stakeholders.
  • Prepare timely reports on the progress of the Department in meeting set goals and objectives.
  • Identify and pursue appropriate funding opportunities that match Band objectives.
  • Create annual funding requests to funding agencies to support programming.
  • Maintain confidentiality and protect the privacy of the internal operations and activities of the Band.
  • Participate in the senior management team of the Band.
  • Manage divisional programs and special projects.
  • Develop and implement community outreach programs.
  • Work with MAMKA to ensure QFN participation in the decision-making processes used for aquatic resources and ocean management for Qalipu First Nation and its members.
  • Work with the DFO on ocean management, habitat management and planning, environmental assessments, and species at risk programs.
  • Work with other regional, provincial, and federal departments, agencies, and organizations to advance the interests of QFN.
  • Perform other related duties as required.

Qualifications:

The Director of Environment and Natural Resources will have 7+ years of experience, with at least 3 years managing an organization or departmental unit similar in size and scope. The Director will have a combination of experience in Natural Resources and fisheries, and related activities. The Director must have previous team leadership responsibilities in a fast paced and demanding environment.

Other qualifications will include:

  • Experience with simultaneously managing multiple projects.
  • Experience in leading a team of employees.
  • Experience with managing departmental and project budgets.
  • Experience in effective reporting of key data.
  • Knowledge and understanding of GIS data management.
  • Knowledge and understanding of Natural Resources and fisheries issues important to First Nations communities.
  • Knowledge and understanding of Natural Resources and Fisheries legislation.
  • Excellent interpersonal, communications and organizational skills.

Education: Educational requirements will be a Post-Secondary Degree / Diploma in a related field, or a combination of training and experience suitable for the position.

Experience: The incumbent must have proficient knowledge in the following areas:

  • Natural Resources
  • Geographical Information Systems
  • Preparation of financial reports office administration
  • An understanding of relevant legislation, policies, and procedures
  • An understanding of the economic, cultural, and political environment of First Nation communities

Working Conditions: This position is office based however some field work may be required. The duties are predominantly met during regular business hours. Some travel and flexibility of work schedule may be required. As a member of the Senior Management team the Director will be expected to commit the necessary time to manage the organization such that workload may include time beyond regular working hours.

The successful applicant must possess a valid driver's license and have access to a private vehicle.

Registered Pension Plan: QFN has a pension plan, Directors may contribute from 4% to 8%, employee contributions will be matched by the Band.

Sick and Family Medical Leave: Directors are entitled to 12 paid sick and family medical days per year.

Less than 2 hours Time off to attend Medical Appointments: Medical Appointments of less than 2 hours will not be deducted from Sick and Family Medical Leave balance.

Annual Leave: After 6 months, 20 days, after 5 years, 25 days, after 10 years, 27 days, after 20 years, 30 days.

Volunteer Program: Employees may volunteer outside of the organization to represent Qalipu First Nation, up to 21 hours per year.

Bereavement: Three paid days for family as defined in the HR Policy manual. Up to ten days off, first three days off covered by QFN.

Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend, or neighbour.

Statutory and Non-Statutory Holidays: Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.

Summer Office Hours: Office hours during the summer months are from 8:30 am to 4:00 pm Monday to Thursday, Friday 8:30 am to 12:30 pm. The schedule starts the first long weekend in May and continues until the last week of September.

Christmas Break: The offices close down during Christmas; this is not deducted from the four weeks of annual leave per year that Directors are entitled to.
