Job description

Summary:

Under the general direction of the Chief Operating Officer, the Director of Fisheries is responsible for managing all aspects of the fishing industry of Membertou Band, including the human, financial and material resources required to develop and maintain a productive and profitable fishery. The Director is responsible for the commercial/communal commercial division and the Aboriginal Fisheries Strategy components of the community’s fisheries departments.

Major duties and responsibilities:

Support to the Fisheries Committee and Council:

· Prepare reports to the Committee and Council, including decision recommendations, and attend meetings as required.

· Ensure follow-up of Committee and Council decisions and communicate the information to the appropriate personnel.

Director of Fisheries is responsible for all aspects of the administration of the Fisheries Department. As such, that person:

  • Researches, analyzes and identifies the needs of the inshore and mid-shore fisheries programs.
  • Defines administrative structures for activities, plans required activities and establishes timeframes needed to accomplish those activities. Ensures that Department objectives, deadlines and goals are attained.
  • Negotiates Band vessels and equipment use with appropriately trained partners and Band members. Prepares an exhaustive inventory list before and after each season to ensure that all equipment and items are accounted for.
  • Ensures that an efficient filing system is maintained for records and documents such as official correspondence with government agencies and officials, funding agreements, contracts, etc
  • Ensures that preventative maintenance of all vessels and equipment is carried out
  • Develop work plans and reporting requirements for the FSC guardians under the Aboriginal Fisheries Strategy (AFS) and the AICFI programs and see that they are followed and adjusted throughout the year.
  • Works with the AFS technicians to ensure they meet the community's FSC needs.
  • Works with DFO in matters relating to AFS, FSC, and AICFI to ensure that Membertou is provided with program funding and increased opportunities for the community.
  • Works with industry representatives, Buyers, port reps, suppliers, and fisheries managers daily to ensure that Membertou optimizes its profit potential.

Financial responsibilities:

Develops and manages the operational and training budgets to ensure they are respected, and no deficits are incurred.

  • Develops funding proposals, administers and ensures all funding reporting requirements are met.
  • Negotiates with partners and suppliers to ensure that the best deals possible are attained for the Membertou Band.
  • Prepares budget forecasts for the inshore, mid shore fisheries as well as the AFS program.
  • Researches and reviews pertinent data on similar operations in terms of costs and revenues
  • Ensures all payables and receivables are correctly recorded for the finance department.
  • Prepares year end reports for DFO for AFS and AICFI for funding requirements.
  • Ensures that FMS requirements are met for DFO funding.

Public Relations responsibilities:

Provides expert advice to the Fisheries Committee and Council by liaising closely with all stakeholders in the fishing industry.

  • Liaises with captains, crew members and fisheries experts in the training programs developed for Membertou Band members.
  • Liaises with buyers of lobster, groundfish, tuna, urchin, scallop and snow crab to ensure that the Band obtains the best purchase prices.

Human Resources responsibilities:

· Ensure the adequate supervision of all fisheries staff working for Membertou Fisheries, including all AFS Technicians working for the AFS program.

  • Supports career development and identifies training requirements for members of the Membertou Band
  • Ensures that adequate training for the fishermen is provided, that evaluations are carried out, and that the results of such evaluations are given to the employees in question.
  • Organizes pertinent training courses through accredited training institutes.
  • Adheres to and implements policies set out in the Fisherman’s Handbook and Fisheries Union documents that are explicitly designed to meet the needs of the industry while respecting legal requirements.
  • Deals professionally with employees concerning absenteeism, tardiness, and other breaches of conduct.
  • Supervises and manages the fishermen to ensure proper preparation of the fishing vessels for each season's beginning and end.
  • Supervises and manages the AFS Technicians and managers to ensure that they meet the requirements to fulfill the duties required under the AFS program.

Other duties:

· The Director of Fisheries will perform other duties as assigned by the Chief Operating Officer and/or Chief Executive Officer.

· Maintain positive relationships with Membertou’s Internal and External Customers, ensuring transactions or information received on behalf of the Band and its members are kept confidential.

Statement of qualifications:

· Education: Completion of post-secondary studies in administration or management.

· Must have 5-7 years’ experience in commercial fisheries.

· Must have 5-7 years of business management and development experience.

· Must be able to read and analyze financial information.

· Good understanding and working knowledge in the management of Human Resources

· Good oral and written communication skills in English.

· Must be able to work independently and have excellent organizational skills.

· Must be available to work on a flexible schedule (evenings and weekends).

· Must be able to travel regionally and to other provinces.

Definite Assets:

· Understanding of various commercially fished species

· Understanding of DFO programs and funding

· Understanding of KMKNO and the role they play in Moderate livelihood, Rights-Based fisheries, Communal Commercial access, AFS and FSC

· Understanding of fishing techniques

· Understanding of regulations, laws and rules surrounding this sector of activity

· Understanding of the aspects of nautical safety

· Understanding knowledge of the preventative maintenance of a vessel
