About the Opportunity
Reporting to the Director, Employee and Labour Relations, and working as part of the Employee and Labour Relations Centre of Expertise (COE), this is a senior specialist role which has a mandate to provide  the effective delivery of responsive, accurate, and consistent Employee and Labour Relations services.  They understand and balance the needs of the organization, clients and internal colleagues and make recommendations to address issues and improve relations and team functioning in a manner that respects consistent process and collective agreements. They support the work of essential services, collective bargaining and other large scale, organization-wide labour related strategic initiatives while also handling day to day/operational Employee and Labour Relations needs, inquiries and requests. As an internal consultant with subject matter expertise in Employee and Labour Relations, this role also works to support other COEs by providing related advice, guidance and consultation on matters that cross over among areas.
 
Specific Accountabilities Include (but are not limited to)
Grievance Management and Dispute Resolution

-Prepares (in collaboration with Employee and Labour Relations Managers and with the operational leadership team as appropriate) formal policy grievance responses and draft settlement agreements ensuring consistency in the resolution of issues
-Gathers background and relevant information/data and coordinates the preparation and settlement of grievance files through the full process including mediation and arbitration where applicable
 
Centre of Expertise (COE) and HRBP Support

-Collaborates with and among other Centres of Expertise within People Services to ensure process consistency and compliance with collective agreements, educating colleagues on the collective agreement interpretation and providing specialist support as needed  
-Provides Employee and Labour Relations advice, guidance, consultation on operational matters that cross over with other COEs
 
Research and Project/Process Support

-Conducts research and prepares supporting materials as required for Employee and Labour Relations topics that arise in the application of the collective agreements
-Prepares draft presentations and informational material regarding the interpretation or updating of the collective agreements
-Provides support to the Employee and Labour Relations team as needed during key activities such as collective bargaining and essential services
-Prepares draft policies, other standardized documentation on key topics to support the work of the Employee and Labour Relations Managers 
 
Innovation & Continuous Improvement

-Conducts regular reviews of compliance with labour laws and regulations to identify gaps in areas requiring update or improvement
-Creates (in collaboration with the team) reference tools/materials, resources, guides, etc. to support HRBPs and other PS COEs deliver service.
-Assists in the preparation and delivery of education/training material and programs on Employee and Labour Relations topics, process, policies, etc.
About You
We would love to hear from you if you have the following:
-Bachelor’s degree in human resources, health, business, public administration, or a related field or an equivalent combination of education, training and experience
-Human Resource Certificate or Chartered Professional in Human Resources (CPHR) designation is considered an asset
-Masters in Labour/Industrial Relations is considered an asset
-Minimum of 5 years’ experience in strategic Employee and Labour Relations services
-Experience working in a complex, high volume, multi-union human resources environment, ideally within the health sector
-Experience collaborating with others across the spectrum of human resources
-Demonstrated up-to-date knowledge of Employee and Labour Relations issues and trends, labour laws, and legislative initiatives.
-Knowledge of health care organizations and the health sector.
-Exceptional interpersonal skills to effectively build relationships, conduct negotiations and interact with all clients in scope on sensitive and confidential matters.
-Proficient computer skills including Word, Excel, PowerPoint, SAP
-High level of competence in both written and verbal communication.
-Experience working with diversity of staff and stakeholders, with knowledge of cultural competence, diversity and inclusion.

-Permanent Full-time position; 75 hours biweekly

Compensation and Incentives
