Payroll and Benefits Practitioners

Applications are invited for two (2) Payroll and Benefits Practitioners.
Positions can be 0.8 to 1.0 FTE depending on the successful candidates.

Wild Rose School Division is seeking two Payroll and Benefits Practitioners to join its Finance team based out of the Division Office in Rocky Mountain House, Alberta. These Payroll and Benefits Practitioners will be cross trained and will establish the WRSD payroll team, reporting to the Associate Superintendent, Business and Finance.

  • Working knowledge of payroll regulations and legislation and ensuring the organization is complying with current and new legislation.
  • A commitment to excellence, continuous improvement and demonstrated effective technology skills.
  • Knowledge or experience of payroll software, Google for Education Products and Microsoft Office.

Education and Experience

  • High School Diploma
  • Completion of Payroll Compliance Practitioner (PCP) certification or enrolled in/working towards PCP certification
  • Successful experience working in a payroll position (preferably for 2 years and current)
  • Courses towards or completion of a business Diploma program would be an asset

Primary Duties and Responsibilities

  • Responsible for the establishment, coordination and maintenance of Payroll Services in accordance with departmental, regional and legislative requirements to ensure Payroll and benefit processing occurs in an accurate and efficient manner for approximately 600 employees in the following monthly and bi-weekly payrolls:
  • Teacher payroll
  • Substitute teacher payroll
  • Out of scope payroll
  • Support staff payroll (2 pay groups)
  • Casual support staff payroll
  • Verifies, processes and performs data entry on employee work records using a computerized payroll system (e.g., timesheet entry and absences).
  • Performs data analysis, monitors and audits on information for accuracy (e.g. banks of time).
  • Responsible for correcting overpayments/underpayments (e.g., errors on staff change forms, late paperwork).
  • Processing of Records of Employment as required.
  • Enters, verifies, analyzes, audits and maintains employee information (e.g., staff change/hire forms, benefit codes).
  • Calculates retroactive payments, pay adjustments/advances, supplemental employment benefits, overpayments and wage increases.
  • Problem solves and follows-up on complex payroll issues (e.g., employees’ pay, coding, report interpretations, retroactive pay, classifications, deductions, taxes, etc.).
  • Forwards appropriate deductions taken from employee pay to appropriate organizations (e.g., union dues, Revenue Canada, pension, etc.).
  • Responsible for file management.
  • Responsible for third-party invoicing.
  • Responsible for fiscal and calendar year functions including but not limited to internal and external audits, T-4 slips, Pension and WCB year end submissions, as well as the implementation of changes to payroll rates, deductions and banks.
  • Processes provisional payments due to errors and follow up (e.g. electronic funds transfer requests, recalculation of benefits).
  • Balances payroll-related general ledger accounts.
  • Prioritizes, investigates and analyzes reported problems with computerized payroll systems.
  • The Payroll and Benefit Practitioner will work in conjunction with other payroll, finance, human resources, school and department staff.
  • Provides support to internal internal (e.g., employees, managers, Human Resources, Finance) and external (e.g. ASEBP, Atrieve, Canada Revenue Agency) stakeholders.
  • Processes legal requirement of payments/garnishment of wages.
  • Applies and verifies payroll changes as a result of changes to collective agreements or employee handbook.
  • Provides payroll evidence/documentation for legal proceedings (e.g. arbitrations).
  • Employment insurance reconciliations for Service Canada.

Under the close direction of the Associate Superintendent, Business and Finance:

  • Retrieves, analyzes and presents Payroll and/or benefits data for managers for the purposes of budgeting, education, research, quality improvement, program planning and statistical reporting.
  • Provides a variety of ad hoc reports/queries for management and audit purposes (e.g., workflow, payroll issues, coding, overpayment, charging information).
  • Assists in establishing and implementing policies and procedures and quality improvement initiatives.
  • Develops strategies for working with collective agreements, regional policies and scheduling protocols for situations that the payroll system cannot accommodate.
  • Responds to written and verbal requests for release of information in accordance with policies and federal/provincial legislation.
  • Assists with updating procedure guides and preparing for external auditors.
  • Assists with development of vision/goals/objectives for the department.
  • Evaluates new payroll technology/equipment and arranges maintenance.
  • Develops relevant payroll training programs.
  • Other finance related duties will be assigned.
  • Additional duties may be assigned.

These are year round out of scope positions to commence as soon as possible.

Salary will be based on the successful candidate’s education and experience. In addition, the division offers a comprehensive benefits and pension package.
