Job description

If you're looking for an exciting job experience and opportunity in financial management and controllership within the Health Services I & IT Cluster (HSC) - Ministry of Health (MOH), well this job is for you!
This position will provide technical leadership and expertise for the financial coordination, monitoring and analysis of expenditures for a portfolio of branches within the HSC; identification of issues; and development of financial management solutions.
This position will also develop and manage HSC financial accountability and control mechanisms, including the analysis of program budgets and expenditures forecasting; identify and explain financial discrepancies; translate business planning decisions into fiscal requirements; prepare financial reconciliation; compliance with OPS policies and directives; and ensure program deliverables and timelines are met for Ministry and Central Agency reporting requirements.
*Note: Flexible work arrangements including telework (remote work) and compressed work week may be considered. What can I expect to do in this role?

As a Financial Portfolio Analyst, you will:
• Provide financial expertise and advice to clients regarding financial forecasting and management processes.
• Perform a range of financial analysis to gather, analyze and monitor trends of the project's financial performance.
• Provide financial reports and recommendations with options and advice on financial issues to enable senior management to make informed decisions.
• Develop and implement operational frameworks, business processes and tools.
• Lead the review of project's financial practices and procedures to assess compliance with policies and procedures.

How do I qualify?

Financial and Accounting Knowledge and Skills:

• You have knowledge and experience in business planning, modern controllership principles, performance measurement, financial and management processes to provide financial expertise and advice related to project management.
• You have knowledge of generally accepted accounting principles (GAAP) and sound financial practices.
• You have knowledge of financial analysis, budgeting and forecasting to monitor and report on financial resources; expenditure recoveries and to conduct financial planning and analysis.
• You have demonstrated ability to interpret and apply relevant legislation such as the Financial Administration Act, Treasury and Economics Act.

Analytical and Problem-Solving Skills:

• You have demonstrated analytical and problem solving skills to conduct complex financial analysis, identify sources of major problems, review and resolve contentious financial issues.
• You have strategic thinking skills to guide and develop solutions in complex multi-dimensional situations.

Technical Leadership Skills:

• You can lead, direct and plan the branch's monthly forecasting processes, year-end, Public Accounts and monitoring, controllership and reporting.

Other Technical Skills:

• You are computer proficient in common office software such as Word, Excel, Outlook, PowerPoint and Power BI to prepare and analyze various materials, spreadsheets and conduct searches.
• You have knowledge of financial systems for financial analysis and reporting.

Communication and Consultation Skills:

• You can prepare a range of financial reports, options, communication tools and materials and provide recommendations.
• You demonstrate relationship management skills to establish and maintain partnerships and liaise with internal/external stakeholders.
• Your consultation skills allow you to provide expert advice and respond to questions by providing clear, concise and accurate information.
