Main Purpose & Function

The City of Vancouver has adopted the Rain City Strategy, an ambitious long-term plan to capture and treat 90% of Vancouver's average annual rainfall through the implementation of Green Infrastructure on public and private property throughout the City.

The Green Infrastructure Engineer will provide engineering expertise related to Asset Management initiatives for a broad range of City Green Infrastructure assets which serve a drainage function in streets and public spaces, including bio-retention, rainwater tree trenches, permeable pavements and sub-surface infiltration systems. The role will help establish and implement programs and initiatives to manage existing assets and expanded implementation as part of the Rain City Strategy Streets and Public Spaces Action Plan. The position will serve both leadership and support roles as part of an inter-disciplinary team responsible for effectively managing the assets throughout their lifecycle including establishment, operations and maintenance as well as rehabilitation and renewal.

The position will support the City's efforts to be a leader in climate mitigation and adaptation and holistic, integrated approaches to water management and Green Infrastructure. The work will shape a more livable, equitable and resilient city that helps protect water quality, revive its urban watersheds and ecosystems while supporting green jobs and urban development.

Specific Duties & Responsibilities

The successful candidate is a progressive, collaborative, adaptable and strategic professional with a strong combination of Asset Management, practical field experience and project management with the ability to implement and operationalize multiple processes and procedures.

The position will:

  • Provide technical, policy, process and project management support for the development of Green InfrastructureAsset Management strategies and plans, business and financial planning, technical tools, procedures, analyses and operational programs that integrate multiple objectives in key areas such as improving water quality, climate change resilience, equity, reconciliation with Indigenous Peoples, green jobs, habitat and bio-diversity and community building.
  • Collaborate with an inter- departmental and inter-disciplinary team of engineers, landscape and ecosystem specialists, financial analysts and technical and operations staff to develop and apply:
    • Functional criteria for Green Infrastructure performance and levels of service;
    • GI asset performance monitoring;
    • Best management practices for life-cycle care of Green Infrastructure installations;
    • Tools and systems for developing, maturing and continually improving green; and
    • Infrastructure Asset Management practices.
  • Research and analyze leading practices, prepare implementation and deployment plans and cost estimates and project manage the implementation of Asset Management initiatives and programs
  • Collect, analyze and report on performance and metrics of GI assets to evaluate the design, construction, maintenance and performance of GI installations, liaise with operations groups and conduct research and to support continuous improvement in our implementation efforts
  • Liaise within the Green Infrastructure Team and with other City departments and supervise technical staff and/or contractors to coordinate and deliver operations and maintenance, monitoring and rehabilitation and renewal of Green Infrastructure
  • Provide supervision and workplan guidance for technical staff
  • Prepare technical reports, presentations, letters & memos
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor's degree in Civil, Water Resource or Environmental Engineering or other related field,
  • Minimum of 4 years of experience related to civil infrastructure design, construction, Asset Management and project management experience.
  • Registration or eligibility for registration as a professional engineer in British Columbia.

Knowledge, Skills and Abilities:

  • A sound working knowledge and experience in the application of engineering principles to the design, construction and ongoing Asset Management related to Green Infrastructure and other rainwater management systems
  • Knowledge of ISO 55000 Asset Management standards and quality management frameworks such as EGBC's Professional Governance Act (PGA) and the City of Vancouver's Quality Management Systems (QMS) would be an asset.
  • Proven ability to innovate, lead and implement change in the workplace
  • Experience as a project manager with strong organizational and time management skills and experience leading and managing the construction and ongoing operations and maintenance of capital works
  • Experience developing and managing consultant, construction and service contracts (including scopes of work, requests for proposals and contract execution)
  • Experience developing designs and budgets for infrastructure capital works, forecasting operational and maintenance needs for capital works, and analyzing the financial, environmental and other implications of projects or policy proposals
  • Experience working collaboratively and effectively on inter-disciplinary teams, with staff across City departments, with contractors, consultants, outside agencies, industry stakeholders and the public
  • Experience in stakeholder consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members
  • Ability to work independently and to provide professional interdisciplinary advice and technical guidance while functioning effectively in a team environment
  • Excellent interpersonal and written and verbal communication skills. Experience preparing technical reports, letters, memos and presentations
  • Strong knowledge or skill in using computer software such as Word, Excel, Powerpoint, GIS and AutoCAD. Experience with databases such as HANSEN would be an asset.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
