Job Title: Health, Safety and Environment (HSE) Coordinator

Job Summary:

The HSE Coordinator plays a crucial role in ensuring the health and safety of employees within the workplace. This position involves developing, implementing, and monitoring occupational health and safety programs to create, foster, and maintain a safe working environment. The HSE Coordinator collaborates with various teams and worksites to identify potential hazards, assess risks, and implement preventive measures. Additionally, they are responsible for keeping abreast of relevant regulations and standards to ensure compliance. The HSE Coordinator plays an important role in providing training and information to employees and worksites to ensure success of the NCC Safety Program. The HSE Coordinator must be able to work independently and be willing to travel extensively and work in various remote communities throughout Nunavut.

This position may be based in Cambridge Bay, Rankin Inlet or Iqaluit

Key Responsibilities

Reporting to the Director, Health, Safety, and Environment (HSE), the Key Responsibilities of the HSE Coordinator include:

1. Program Development and Implementation

· Implement, and maintain comprehensive OHS programs and policies in accordance with local, territorial, regulations and relevant standards

· Conduct regular risk assessments and collaborate with Project Mangers, Site team and other team members to identify, address, and mitigate potential hazards and implement appropriate control strategies.

2. Training and Education

· Provide OHS training to employees, contractors, and other relevant stakeholders.

· Develop educational materials and resources to promote awareness of safety practices and procedures.

3. Incident Investigation

· Work with other team members to investigate, analyze workplace incidents, accidents, and near misses.

· Prepare detailed reports on incidents, identifying direct and indirect causes and recommending corrective actions to prevent reoccurrence.

4. Regulatory Compliance

· Stay up to date and informed about changes in occupational health and safety laws and regulations.

· Ensure the organization's compliance with all relevant OHS standards and guidelines.

5. Emergency response Planning

· Develop and maintain emergency response plans, including evacuation procedures and first aid protocols.

· Conduct regular drills and training exercises to ensure preparedness.

6. Safety Inspections

· Conduct regular workplace inspections to identify and rectify potential safety hazards and ensure compliance with accepted standards.

· Collaborate with site and project management teams to address and resolve safety issues effectively.

7. Record Keeping

· Maintain accurate records of incidents, inspections, and training sessions.

· Prepare and submit required report to regulatory agencies as necessary

8. Communication and Collaboration

· Fosterer a culture of safety by promoting open communication regarding safety concerns, expectations, and building relations.

· Collaborate with management, employees, and external stakeholders to address safety-related issues.

9. Continuous Improvement

· Monitor and evaluate the ongoing effectiveness of OHS programs and policies.

· Recommend and implement improvements to enhance overall worksite safety.

Travel Expectations

This position requires significant (greater than 50%) travel to communities across Nunavut. These worksites are remote in nature.

Working Conditions

The EHS Coordinator works both in the office and out at industrial or residential construction sites. Because of this, the position requires the following:

Physical Demands

· Ability to travel throughout Nunavut via light duty vehicles, commercial, and charter air travel.

· Sit or stand for long periods of time

· Walk across unlevel, wet, slippery, ground

· Lift up to 50lbs repeatedly for short periods of time

Environmental Conditions

· Work both indoors and outside in office environments, active construction sites at all levels of completion, and land based trips as needed.

· Work in wet, cold, windy, and dark. In some cases the employee may be subjected to extreme temperatures and conditions.

Sensory Demands

· The use of all senses including vision, hearing, smell, and touch are required for this position.

Mental Demands

· This role requires heightened mental acuity. The EHS Coordinator must be able to make quick decisions independently and in some in

· This role is responsible for responding and investigating emergency situations including responding to serious or critical incidents, injuries, etc that may expose the EHS Coordinator to high stress or highly emotional situations.

Qualifications and Skills

A combination of skills and experience may be considered when evaluating skills and qualifications.

· Minimum of 3 years OHS/EHS experience in construction or a related field

· Post-secondary degree or diploma in Occupational Health & Safety. Abilities:

· Strong understanding of and experience implementing Corporate OH&S policies and initiatives.

· Excellent written and oral communication skills and ability to prepare and communicate OH&S reports;

· Strong computer skills with knowledge of Windows applications including Outlook, Word, Excel, PowerPoint and Publisher;

· Experience in developing and delivering training material;

· Excellent people skills, with experience collaborating in a multi-disciplinary, diverse, and dynamic team;

· Knowledge and/or experience with Nunavut and Northern Canada is an asset;

· Proven ability to work with demanding deadlines, independently and with a team;

· Excellent organization skills and strong attention to details;
