Result of ServiceThe Individual contractor will provide technical, organizational and communication support to the work of the Secretariat on the sixth review of the effectiveness of the financial mechanism of the Convention and its Protocols and in the determination of the funds necessary to assist developing countries and countries with economies in transition, in accordance with the guidance provided by the Conference of the Parties, in fulfilling their commitments under the Convention and its Protocols, in particular to implement the Kunming-Montreal Global Biodiversity Framework, over the ninth replenishment period of the Global Environment Facility. Work LocationMontreal - Canada Expected durationSix months Duties and ResponsibilitiesOrganizational setting The Convention on Biological Diversity (CBD) entered into force on 29 December 1993 and has 196 contracting Parties. The Convention has three main objectives: the conservation of biological diversity; the sustainable use of the components of biological diversity; the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. Two Protocols have been established under the Convention: the Cartagena Protocol on Biosafety (173 Parties) and the Nagoya Protocol on Access and Benefit-Sharing (140 Parties). In December 2022, the Conference of the Parties adopted the Kunming-Montreal Global Biodiversity Framework (decision 15/4), which will guide the implementation of the Convention and the Protocols towards 2030 and beyond. The Secretariat of the CBD is administered by the United Nations Environment Programme and is located in Montreal, Canada. In decision 15/15 on the financial mechanism, paragraph 13, the Conference of the Parties (COP) adopted the terms of reference (TOR) for a full assessment of the funds necessary to assist developing countries and countries with economies in transition, in accordance with the guidance provided by the COP, in fulfilling their commitments under the Convention and its Protocols for the ninth replenishment period of the Global Environment Facility, as contained in annex III to that decision. The COP requested the Executive Secretary to ensure completion of the assessment according to its terms of reference in time for consideration by the Subsidiary Body on Implementation and subsequently by the COP at its sixteenth meeting. In paragraph 17 of the same decision, the COP also adopted the TOR for the sixth quadrennial review of the effectiveness of the financial mechanism contained in annex IV to that decision. The COP requested the Executive Secretary to ensure that the report on the review is made available three months prior to the sixteenth meeting of the COP. Duties and Responsibilities Under the overall guidance of the Acting Executive Secretary and the Director of the Implementation Support Division, the Individual contractor will work directly with and under the oversight of the Programme Management Officer responsible for the programme on the financial mechanism and resources. The Individual contractor will support the Secretariat in the implementation of decision 15/15 and the two studies outlined in its annexes III and IV, including in the following areas: (a) Supporting consultations with experts and relevant providers of information, particularly in developing country Parties through the national focal points for the CBD and its Protocols, and compiling information; (b) Reviewing reports by the GEF, the GEF Independent Evaluation Office and other relevant organizations and stakeholders and compiling relevant information; (c ) Reviewing national reports submitted by Parties to the Convention and the Protocols to identify information relevant to the two studies; (d) Compiling and analyzing financial needs identified in national biodiversity strategies and action plans and national biodiversity finance plans prepared by GEF-eligible countries; (e) Compiling and analyzing supplementary information provided by GEF-eligible and other relevant Parties on their funding needs for the implementation of the Convention and its Protocols. In conducting this work, the Individual Contractor will: • Schedule work and its component actions, including related meetings; • Prepare minutes and summaries of meetings; • Organize, prepare and maintain correspondence; • Conduct desk review of relevant documents and literature identifying, compiling and summarizing relevant information contained in these; • Review surveys and questionnaires, compile and analyze extracted data. Qualifications/special skillsA high school diploma or equivalent is required. University degree/supplementary training in social sciences, with substantial analytical courses, including in international development/relations, is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another United Nations language is desirable. NOTE: \"Fluency equals a rating of \"fluent\" in all four areas (read, write, speak, understand) and \"Knowledge of\" equals a rating of \"confident\" in two of the four areas.
