CRA’s National EE Staffing Strategy strives to eliminate gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments over six months made through this process.

The CRA has introduced the requirement for on-site presence including hybrid work models where employees are required to work on-site at a CRA-approved location a minimum of two days per week or 40% of their regular monthly work schedule. A number of individual and group exceptions to on-site presence may be granted based on individual situations and the nature of the work being performed. Work arrangement agreements and specific circumstances may be discussed with the manager at the time of hiring.

The Security Branch ensures that security matters are considered at the beginning, middle, and end of every major program, strategy, or initiative at CRA.

The Internal Affairs Division within Security Branch conducts independent administrative investigations into allegations of employee misconduct including fraud, misappropriations and violations of Agency policies, guidelines and regulations.

The Personnel Risk Assessment Division within Security Branch safeguards the Agency's information holdings and resources through robust security risk assessments, security screening, internal fraud controls, and a continuous assurance approach to managing insider threats to uphold the Agency's integrity, security posture, and trust.

Investigations Analysts in the Internal Affairs Division are responsible for:

  • Conducting preliminary investigations, including thorough research and gathering of all pertinent documents and facts in an objective manner.
  • Regularly updating management on the progress and findings of investigations.
  • Analyzing collected information and either preparing reports of findings or advising management on pursuing further administrative investigations.
  • Coordinating the preparation of briefing notes, referral letters and ministerial correspondence on a wide variety of investigation issues.
  • Providing advice and guidance to senior management on how to conduct fair and thorough administrative investigations.
  • Overseeing the management of post-investigation activities, ensuring proper dissemination of findings and preparation of briefs on sensitive issues.
  • Coordinating and responding to Access to Information Act and Privacy Act requests within the Internal Affairs Division.

Fraud Prevention Analysts in the Personnel Risk Assessment Division are responsible for:

  • Developing and implementing directives, strategies, guidelines, and standards for the Agency's internal fraud control program, including innovative methods for identifying and mitigating potential internal fraud schemes.
  • Creating, updating, and improving detection models for the Agency's enterprise fraud management system to effectively prevent and detect internal fraud.
  • Analyzing and evaluating agency programs and processes to identify emerging risks and opportunities for fraud detection.
  • Developing and delivering awareness sessions and communication products related to the fraud control program for Agency employees, senior management and external stakeholders in government and the private sector.
  • Preparing discussion papers, briefing notes and reports on various fraud control program initiatives, concerns and issues for senior management.

Essential Staffing Requirements

To be eligible, you’ll need to meet the following requirements.

Education

A secondary school diploma

Experience

You must clearly demonstrate on your application, how you meet the essential experience staffing requirements by providing concrete descriptions and clearly defined timeframes from which the experience was gained for at least three (3) of the following experiences:

  • Experience* researching and collecting and either compiling or analyzing data or information from various sources;
  • Experience* providing advice, guidance or recommendations to stakeholders**;
  • Experience* interpreting legislation, regulations, or policies;
  • Experience* writing detailed or analytical reports or documents for management (MG-03 or AS-05 level equivalent or above); demonstrating an ability to communicate information clearly and effectively;
  • Experience* in the administration of a tax program such as but not limited to Audit, T1, Benefits, collections, client service, program support.
  • Experience is normally associated with the performance of these functions as part of the major job duties at the SP-05 or AS-02 level, equivalent or higher for a period of 12 consecutive months in the past 36 months.
