Job description

Our Deep Utilities Division is currently seeking to add an experienced Estimator/Project Manager to their team. This position’s main focus is budgets and tender preparation, risk analysis, in coordination with Subcontractors, Suppliers, Superintendents, Foremen, and Clients.

Duties and Responsibilities:

· Review prospective bids and estimates

· Communicate with potential subtrades and suppliers and send RFQs

· Prepare and interpret tender documents, specifications, general conditions, and other areas of contracts; analyze bids and/or negotiate

· Perform quantity takeoffs for the tender as required

· Request bid bonds and prepare tender submittal package as per the tender documents

· Prepare estimated Excel

· Review quotes for completeness of scope and exclusions and select vendors/ subcontractors.

· Review and set production, markup and cost distributions prior to submission

· Review, evaluate, and coordinate all relevant documents from pre-tender stage to the handoff to Foreman

· Risk assessment during procurement, contracts, scope, methodology, cost, quality, schedule, etc. when preparing a bid

· Assess project site logistics and conditions for such things as material and construction access, surface topography, drainage, and/or availability of temporary utilities

· Evaluate equipment needs, operations sequence, crew size, site’s physical constraints (e.g., waste materials, inclement weather, shipping delays), and other cost-impact factors

· Order materials for projects and prepare project field binder/hazard assessments/locates and safety.

· During construction, coordinate with the Superintendent/Foreman as required to manage cost, negotiation, and settlement of Change Orders or extra costs associated with the bid; help mitigate potential claims

· As necessary, review and/or evaluate constructability, schedule, contract scopes and awards, cost planning.

· Act as an expert witness on construction costs during dispute cases

· Review actual costs, production throughout construction and assist with implementing changes in B2W

· Develop and maintain good relations with clients, subcontractors and suppliers

Skills, Experience and Requirements:

  • some experience in the sewer & watermain industry; as well as some experience in an Estimating or Project Management role
  • Relevant post-secondary diploma or degree program (3 year College Diploma in Civil Engineering) or a combination of training, education and experience deemed equivalent
  • Microsoft Project, Word, Excel and Outlook and general computer competency preferred
  • Understanding of Contracts including Form of Tender, Order of Precedence, Special Provisions, Supplemental General Conditions and OPS General Conditions of Contract
  • Wide-ranging knowledge of construction costs and construction methods
  • Strong organizational and time management skills
