Job Purpose

The Lands Officer is responsible for the management of Saulteau First Nations (SFN) Reserve Lands and SFN managed Lands within the SFN Traditional Territory. The position carries out development assessment including review of proposed land development, rezoning applications, subdivision developments, and community plans. The Lands Officer oversees all leases on SFN lands and ensures land development plans are in conjunction with the SFN land management vision and strategic initiatives. This role contributes to the sustainability of SFN as stewards of the lands whereby consistently supporting policy adherence pertaining to the best practices of reserve lands management.

Duties and Responsibilities

Program and Services Administration

  • Develops, negotiates and processes all development on reserve lands, including processing of land use applications, permits, transfers, mortgages, and allotments for residential, commercial, recreational and rural use.
  • Coordinates and liaises with subject matter experts and industry professionals with experience in Developing a Land Code, Land Use Policy, Land Designation, Lands Planning and Zoning bylaws, to develop and implement these within the Nation.
  • May be requested to act as the lead on the additions to Reserve Process for all TLE lands that are deemed to be included in this process.
  • Leads the ATR (Additions to Reserve) process with ISC and legal counsel.
  • Applies land use policy (once developed) from the Comprehensive Community Plan and interactive mapping to ensure consistency of land use.
  • Reviews and updates the CCP which a community vision document as necessary and uses the information gathered in this process to develop Land Code and amend Land Code and the supporting policy to reflect the community vision.
  • Provides monthly reports to the Chief and Council on land, land use issues, land use appeals and provides recommendations for any policies and procedures.
  • Develops and recommends land use policies and procedures that foster the SFN land management vision and strategic initiatives.
  • Develops and manages departmental annual budget and expenditures in accordance with funding agreements and SFN strategic plan.
  • Develops annual department work plan in accordance with funding agreements and in alignment with SFN strategic plan.
  • Develops strategic, short and long terms departmental plans in accordance with the strategic plan and the needs of the department.
  • Researches and writes funding proposals to secure additional funding for the department.
  • Facilitates lot request requirements and checklists, in accordance to the SFN land use guidelines.
  • Completes 911 civic address applications and web mapping, in accordance to the SFN Land Use Guidelines.
  • Monitors expenses and prepares related payment orders for the department.
  • Maintain the Asset Management Records.
  • Assists in processing land user lot applications and monitors for completion of related checklists prior to submission before council.
  • Manage the communication, letters, community meetings, and upcoming events, including meeting minutes and follow up.
  • Other duties include filing, researching, creating and editing presentations.
  • Makes reservations and travel arrangements.
  • Makes purchase arrangement for supplies and/or supply pickup, registration for seminars, meetings, open houses and other community events as required.

Other Related Duties

  • Participates in the management team of SFN, attending meetings regularly and bringing forward issues and recommendations for discussion and decision.
  • Engages with the SFN community to understand current needs within the SFN community.
  • Participates as the SFN representative in collaborative partner networks (Peace River Regional District and Indigenous and Northern Affairs).
  • Exchanges information with Band members, Offices of Federal and Provincial Ministers, municipalities and other associations
  • Participates on key committees and collaborative partner networks

Qualifications and Skills

  • Post-secondary diploma in Lands Management or equivalent combination of experience and education as it pertains to land use management, mapping, or land code applications, preferably in a First Nations environment.
  • Knowledge of community planning, zoning and land use legislation/policies.
  • Knowledge of Land Designation processes, preferably with respect to First Nations Land processes.
  • Knowledge of environmental monitoring and natural resources is an asset.
  • Knowledge of SFN community, heritage, culture, social structure, language and traditions.
  • Maintains high level of confidentiality in the handling of information.
  • Certificate in Applied Business Technology or 2-3 years office administration experience with excellent organizational experience.
  • Experience working in a First Nation community is an asset.
  • Knowledge and experience in planning, development and land us is an asset.
  • Excellent oral and written communication skills, including proposal writing and minute taking.
  • Cultural competency required when working within a First Nations community.
  • Foundational business acumen and ability to read and analyze financial reporting is an asset.
  • Maintains high level of confidentiality in the handling of information.

Work Conditions

  • Work is performed primarily in the office with hours of work set as 8:00 a.m. to 4:30 p.m. Monday through Thursday.
  • Travel may be required within SFN community and surrounding community.
  • Manual dexterity required to use desktop computer and peripherals.

Job Type: Full-time

Salary: $31.60-$39.90 per hour

Expected hours: 32 per week
