Project Overview
Bechtel Infrastructure, along with key sub-vendors Bantrel and Comtech, has been appointed the Delivery Partner role within an integrated team with the customer, Metrolinx, for the Ontario Line Subway (OLS) Project and will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).
Position Summary
The cost analyst will be responsible to perform cost estimating, analysis, and control activities, as directed for the Progressive Design Build Contracts. The ideal candidate will have the right to live and work in Canada and current or previous experience with Bechtel work processes related to cost. This position is one that will require the ability to create and manage databases of large data in multiple formats. Relocation Benefits may be provided with Project / Client Approval but are not guaranteed.
Responsibilities
-Assists in preparing cost data and analysis for the Ontario Line project under the supervision of the DP Senior Cost Manager.
-Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
-Develops and applies unit rates (cost and jobhours) to quantity takeoffs and to otherwise developed quantities within a discipline or other specialty as presented by the Progressive Design Build Contractors.
-Prepares specific budgets in accordance with prescribed standards and procedures.
-Prepare and manage the Ontario Line Delivery Partner staffing plans.
-Prepare and coordinate monthly invoices and cost reports.
-Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures.
-Independently provides financial reporting and trending, with oversight, from the DP Senior Cost Manager. 
-Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts.
-Investigates the requirements for estimating and/or cost control data for a specific discipline/other specialty application.
-Collects and classifies cost engineering data.
-Performs data analysis and development.
-Review and validate contractor payment applications, and validate them against forecasts/actuals.
-Identify trends against budget/forecast.
-Responsible for monitoring and tracking hours/quantities throughout all phases.
-Responsible for forecasting contractor hours and costs.
-Lead value engineering efforts to optimize project costs.
-Develop and maintain detailed cost estimates for Progressive Design Build projects, including construction, design, and related expenses.
-Review and evaluate change orders and assess their impact on project costs.
-Assist risk team in identifying potential risks and their impact on the project's cost.
-Assist in identifying and analyzing the cost impacts due to design changes.
Qualifications and Skills
Basic Qualifications
-10 – 15 years of project controls cost experience
-Undergraduate degree in engineering, construction management or mathematics preferred 
 
Additional Qualifications
-Experience performing statistical analysis, and computer operations, or skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
-Skilled in oral and written communication.
-Knowledge in the use of computers for executing work processes.
-Basic level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
-Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
