Job description

Position Summary

*This temporary position is covering full-time hours for up to 18 months*
**Note: Pay rates are based on 2023 rates**
The Licensing and Enforcement Agent works to ensure proper approvals, licenses and adherence to all city by-laws and legislation applicable through the licensing process. This position is accountable for providing daily front line customer service, interpreting legislation, by-laws and other applicable law (criminal code of Canada and the Alcohol and Gaming Commission of Ontario), and for educating and liaising with clients and members of the community.
KEY DUTIES & RESPONSIBILITIES
Provide superior customer services for walk-in customers, phone and email inquiries with regards to business licensing, pet registration, bylaw matters and lottery licensing
Complete preliminary assessments and process applications and issue licenses, for but not limited to; businesses, pet registration, sign permits, trades applications, hen coop permits, group home registration, special events, livestock claims, kennel permits, lottery licenses and bingos. Offer guidance on requirements, processes and regulations (including charity applicants for eligibility to hold lottery events)
Maintain up to date knowledge of all applicable by-laws and legislation and all aspects of lottery licensing (Alcohol and Gaming Commission of Ontario)
Ensure charity by-laws, financial records and board of directors lists are maintained and reviewed for eligibility purposes as required
Support of the Responsible Pet Ownership program and other animal related initiatives
Review and investigate outstanding licenses and permits and work to achieve compliance through follow up
Monitor and conduct site visits to inspect for proper licensing, collect fees, and ensure compliance with the governing by-laws
Responsible to issue warnings, infraction notices, Administrative Monetary Penalties, and proceed with charges under the Provincial Offenses Act in cases of non-compliance
Review and complete reports as required
Work to promote various Licensing & Enforcement initiatives
Establish and maintain a good working relationship with all stakeholders of the Licensing & Enforcement Division
Perform other duties as assigned

Qualifications, Competencies

2 year diploma in business administration, legal administration, law and security or equivalent
2 years experience working in a demanding office environment and enforcing municipal by-laws, legislation and relevant acts
Experience with Cityview preferred
Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork

Skills, Abilities, Work Demands

Willing to obtain and maintain the Municipal Law Enforcement Officer Association Certification (MLEOA)
Able to interpret and explain different by-laws and acts
Intermediate computer skills in MS Office
Excellent communication and customer service skills with the ability to interact with the public in a polite and professional manner
Must be able to work with confidential material
Able to maintain accurate records and give clear and precise evidence with respect to legal proceedings
Able to handle stressful situations with tact and diplomacy
Demonstrated conflict resolution skills combined with the ability to mediate, negotiate and diffuse difficult situations
Able to make decisions based on rules and regulations provided by guiding legislation and acts
Excellent written and verbal communication skills
Strong organization and prioritizations skills
Able to work independently or in a team environment
Valid class "G" driver's license
Must obtain and maintain a satisfactory criminal record check, including vulnerable sector
