The City of Regina has an opportunity in the Financial Analysis & Support Branch for a visionary individual who is an effective, experienced leader who can support and lead the branch in operational planning, stakeholder relationship management, financial management and people leadership. Reporting to the Director of Financial Services, the Manager, Financial Analysis & Support, provides strategic financial advice and expertise to senior management on various policy development issues; provide financial and accounting advice and expertise to all business areas; develop and manage consistent financial management reporting, including variance and capital carry-forward processes, lead, direct, design and provide expertise on risk management issues. How You'll Spend Your Time

This position oversees corporate financials and service delivery support provided by a team of Financial Business Partners who work collaboratively with operational areas to dive into Financial Analysis and be part of business solutions. You will lead and mentor a diverse team with multiple, competing priorities in a supportive and inclusive environment.

  • Provide leadership, direction and effective management of the Financial Analysis & Support team and cross-functional working groups.
  • Develop and implement organizational financial management policies and processes to drive improvements and efficiencies.
  • Contribute to the development of the Departmental long-term planning and broader annual plans.
  • Set branch level objectives, service levels and performance targets.
  • Work collaboratively with all business areas in developing financial management reporting to senior management.
  • Day to day oversight and guidance of supervisory staff

Additionally, as a member of the Department's management team, there will be opportunities to contribute to the City by leading and participating in Department or City-wide projects and special initiatives such as those focused on Indigenous partnerships and sustainability procurement policies.

Knowledge & Experience

We are seeking a results-oriented individual who is easily adaptable to change to contribute to the success of the Financial Services management team through collaborative and integrative solutions in a fast paced and evolving environment. Our candidate of choice will possess proven leadership abilities combined with a sound knowledge and extensive experience with program/service delivery models, policy development, performance measurement and management. This individual will bring several years of increasingly responsible strategic management experienceincluding internal risk assessment, treasury audit, capital project audit, fraud detection and internal control audit, continuity planning and audit, data analysis and computer assisted audit techniques.The successful candidate will be culturally aware and lead with a lens of inclusivity and equity.

Our ideal candidate would have a professional accounting designation and/or a graduate degree in business administration or related field. Thorough knowledge of accounting principles and practices, particularly as they relate to Public Sector Accounting Board guidelines and municipal accounting and of financial and business management concepts used to evaluate financial and operational performance of programs and services is required. Finally, superior communication and interpersonal skills are necessary to establish and maintain effective partnerships and working relationships with stakeholders within the City and external stakeholders. This individual will have several years of experience in management having provided high quality leadership with an ability to performance manage.
