Manager Program Development and Learner Support

Reporting to the Executive Director, the Manager of Program Development and
Learner Support contributes to the development and implementation of the LATP training plan as approved annually by the LATP Board of Directors and Employment and Social Development Canada (ESDC).
Salary range: $75-$80k per annum with benefits

Duties:
By functioning in close consultation with the Manager of Finance & Administration: o Participate in the development of Education and Training policy by providing advice to the Executive Director. o Organize departmental unit and establish procedures to meet departmental objectives set by senior management. o Research, develop, and prepare proposals for potential funding opportunities. o Organize and direct committees and working groups to plan, manage, or evaluate education and training projects and programs. o Recruit, organize, train and manage staff; Executing staff evaluations and making recommendations to the Executive Director. o Supervise all program staff relating to the implementation of our training plan.
Contribution to the annual training plan: o Conduct analysis of industrial sector demand and Aboriginal labour supply information to identify gaps within the Aboriginal Labour force. o Provide results analysis of the training programs being delivered by LATP and using this evaluation to make recommendations for continuation or change. o Conduct research and recommend training programs, within the limitation of time and resources that are effective, for employment preparation of the three Aboriginal group partners to LATP. o Solicit input from LATP Program Staff and Aboriginal Training and
Employment organizations.
o Prepare appropriate presentations for the LATP Board and funding partners to assist in the finalization of the Annual Training Plan.
Implementation of the Annual Training Plan: o Coordinate training delivery components of the career counselling and training plan to ensure that candidates are selected and training interventions are delivered effectively and on time. o Oversee the successful documentation input of the accountability management system (ARMS Database). o Direct and advise policy researchers and career/retention counsellors conducting research, preparing documents or administering programs for
Aboriginal Learners. o Assist the Executive Director in preparing and delivering information related to the LATP training plan. o Organize training interventions including the development of "Requests for
Proposals" for the delivery of training programs. Analyze bids from training institutions and make recommendations to the Board for the selection of successful bidders. o Prepare training intervention presentations for the use of the Executive
Director and approval of the LATP Board. o Complete quarterly Activity Reports for both the Provincial and Federal
Governments along with any activity monitors that may occur o Implement career counselling and training interventions approved by the
LATP Board. o Participate with the selection of candidates for training.
Monitoring and Evaluation o Develop/maintain methodologies to monitor and evaluate career counselling and training delivery contract performance and effectiveness. o Assist with the coordination of funding partner monitoring and evaluation programs. o Utilize formative evaluation findings to recommend adjustments to career counselling training programs and the LATP training plan.

Statement of Qualifications:
Education: A bachelor's degree in vocational education is desired for this position combined with 5 years experience in the management and/or delivery of adult education and post secondary training, or the skills acquired from 8 years experience leading an organization responsible for the development and delivery of career/retention counselling, and education and training programs for Aboriginal people.
Knowledge of: o The Innu Nation, Nunatsiavut Government, and the NunatuKavut Community
Council; Culture and Traditions, Labour Market Information, Organizational structure and responsibilities - particularly as they relate to Education and
Training; o The Government of Canada, ESDC/Service Canada - SPF Program, Terms and
Conditions; o Contract Management; o Project Management; o The Government of Newfoundland and Labrador, Department of Immigration,
Population Growth, and Skills, Acts and Regulations pertaining to post- secondary training, apprenticeship, and technician training and Private Sector
Training Institutions; o Knowledge of Career and Retention counselling methods. Pre-employment and workplace literacy and essential skills training programs.
Ability to: o Communicate effectively in writing and orally, excellent presentation skills; o Manage physical, financial, and human resources; o Establish and maintain effective relationships with the LATP Board, government officials, the leadership and staff of Innu Nation, Nunatsiavut
Government, and the NunatuKavut Community Council organizations as well as Public and Private sector Training Institution Officials; o Utilize and operate computer systems – word processing, spreadsheets, presentation, and a custom data base (ARMS – Accountability and Resource
Management System).
Personal Suitability: o Preference will be given to qualified members of the three partner Aboriginal organizations: Innu Nation, Nunatsiavut Government, and NunatuKavut
Community Council. o The incumbent would be required to work at the Happy Valley-Goose Bay,
LATP office.
o The position does require regular travel and the incumbent may find it necessary to work evenings and weekends.
