JOB SUMMARY

Ottawa Public Library (OPL) provides accessible, innovative library and information services throughout the City of Ottawa, that meet the unique needs of diverse communities, delivered through a range of vehicles and reflecting a citizen-centered approach.

You provide innovative, strategic and consistent leadership in the planning, implementation and evaluation of system-wide programs, services and initiatives, including the administration of OPL programs/services policies, standards, performance measures/frameworks, service tools and procedures, for implementation by managers/staff across the Ottawa Public Library (OPL). You are responsible for the planning, coordinated development, management, evaluation and oversight of customer-centric OPL programs, services and activities, consistent with the OPL strategic direction and vision, and for establishing and maintaining positive client relationships with internal and external management and stakeholders, including consultation/liaison with communities of practice and City-wide service partnerships.

As the subject matter expert on Library programs and services, you provide related communications and training input in the implementation of new/revised programs/services and other frameworks. You manage the evaluation of new/revised programs and services to ensure continued relevance and identify requirements for change. You are responsible for all Library programs/services, including children, teens, adults, newcomers, aboriginal peoples, vulnerable populations (e.g. homeless persons, the elderly), and have a broad understanding of all programs offered at the library, both at the local and the system-wide level. You also support electronic means of communication with Library customers and employees on program and service matters by providing content for blogs and other web-based forums to publicize programs in support of OPL’s objectives and priorities.

Additionally, you develop and monitor system-wide programming budgets and departmental operating budgets, and manage the human resources of the Unit, including hiring, termination, performance management and discipline of staff as necessary.

EDUCATION AND EXPERIENCE

Completion of Master's degree in Library and/or Information Sciences from an accredited institution.

Minimum of 5 years of related experience in progressively responsible management positions in library services, including Program Development, preferably in a municipal setting.

Completion of the Municipal Leadership Program is an asset

KNOWLEDGE

  • General knowledge of the OPL and City of Ottawa and of corporate and OPL policies and procedures
  • Sound knowledge of the mission, vision and values of the OPL
  • General understanding of governance structures between the OPL and the City of Ottawa
  • Principles and practices and responsibilities for managing program and organizational change
  • Legislation, policies, regulations, guidelines and operational procedures relevant to the operational area including the Public Libraries Act, the Municipal Freedom of Information and Protection of Privacy Act, the Copyright Act and the Accessibility for Ontarians with Disabilities Act
  • Familiarity with and adherence to the principles of intellectual freedom
  • Current trends and developments in the field of library Program Development
  • Communication and interpersonal relationship building
  • Contract document preparation, the tendering process and
  • Supervisory experience and motivational techniques.
  • Working knowledge of corporate human resource policies, practices and collective agreements related to managing in a unionized environment, including hiring, dismissal, performance management and the grievance procedure
  • Financial management practices and budget processes together with and understanding of sources of grants and grant application for Library programs/services
  • Methods used to deal with the media in a professional manner
  • Standards specific to Library Program Development
  • Equipment operation specific to specialty area
  • Computer applications, including MS Office, SAP (or equivalent), Markview (or equivalent) integrated library systems, web-based designs (i.e. to develop blogs and internet based client access)
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
