Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individual to join our Community Services Department as the Manager of Recreation Services.

PURPOSE AND SCOPE:

Reporting to the Director, the Manager of Recreation Services manages recreation programs, facility rentals & bookings, events, client services, office support, and crossing guards; and develops, implements, and administers policies and procedures within these sections.

Under the leadership of the Director, this position is responsible for the preparation, monitoring and coordination of the department’s operating budget. This position oversees the daily, weekly and monthly monitoring of all departmental operating accounts.

KEY ACCOUNTABILITIES & RESPONSIBILITIES:

  • Provide direct management of the Community Services Department Supervisors and indirect leadership to all staff and volunteers of the section.
  • Provide coaching for improved performance management.
  • Ensure staff’s development needs are identified and that training & development opportunities are presented.
  • Participate in recruitment and selection as required.
  • Ensure staff compliance with regulatory provisions, i.e. Occupational Health & Safety and the City’s H.R. policies and procedures.
  • Hold all staff accountable for operating from a customer-service orientation.
  • Ensure due diligence is carried out in all areas of risk management and safety training.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for all departmental recreational services and recommend appropriate staffing levels and methods of operating.
  • Continuously monitor and evaluate the efficiency and effectiveness of operations and service delivery methods and procedures; assess and monitor workload, administrative systems, support systems, and internal reporting relationships; identify opportunities for improvement and review with the Director.
  • Develop a plan for the marketing of the department’s facilities, programs and services to encourage maximum usage and revenues.
  • Encourage partnerships and connections with community groups and organizations.
  • Oversee the Department’s Operating Budget; monitor, forecast, and react to shortfalls; prepares regular financial reports; monitor service contracts and bookings in facilities to ensure optimal revenue generation.
  • Develop and recommend policies, procedures and bylaws deemed advisable for the effective operation of recreation and leisure services.
  • Often, as the department lead, negotiate or assist in the negotiation of the Department’s contracts, leases, agreements and large special event contracts.
  • Often, as the department lead, facilitate and coordinate many community and corporate events;
  • Oversee and manage the City’s crossing guard program including hiring, discipline, recommendations to Traffic Committee, etc.
  • Advise on Business related issues within the department.
  • Participate as a key member of the departmental management team on union and nonunion employee relations issues including training, discipline, and grievances.
  • Act as a back-up for the Director and divisional and departmental management team members .
  • Prepare reports for the Director, Executive Management Team and City Council.

REQUIRED QUALIFICATIONS:

  • University degree in Business, Recreation/Leisure and/or related field or an equivalent combination of education and experience.
  • Minimum 7 years municipal experience in a related field including at least 5 years of supervisory/management experience in a unionized and business/ service-oriented environment.
  • A valid G class driver’s license.
  • Experience in community recreation and other programming, marketing, general accounting and business management – more specifically, revenue generation, collections management and special events coordination.
  • Strong report writing, research and communication skills.
  • Proficient use of computers and related industry software including Recreation software programs.
  • Strong team building, team leadership and motivational and interpersonal skills.
  • Effective time management and supervision skills.
  • Experience working with external vendors and diverse stakeholders/customers.
  • Excellent public relations, project coordination and customer service skills.
  • Proficient and effective problem-solving skills
