The Manager, Risk and Safety Compliance - Cabin Operations is assigned Risk and Safety Compliance oversight responsibilities for the In-Flight Service (IFS) Branch. This position is responsible for the day-to-day investigation and assessment of Cabin Safety reports, and to identify branch-related areas of safety risk, facilitate safety risk assessments and ensure mitigating actions are assigned and tracked.

The incumbent will provide guidance on Risk responsibilities and will assist IFS and the Cabin Operations, Compliance and Standards Team in understanding obligations concerning risk, mitigations and identifying and tracking operational hazards. This position will support and assist IFS staff in determining root cause and appropriate corrective actions for identified risks.

The Manager, Risk and Safety Compliance - Cabin Operations will be responsible to ensure the IFS Branch maintains compliance to IOSA, TC and other Regulatory obligations globally, ensuring sound awareness and practice are applied across the branch.

Key functions

  • Manage and Coordinate the Cabin Safety / IFS Branch Risk program and associated standards and procedures.
  • Manage all risk files, threat and hazard assessments for the IFS Branch and coordinate findings and actions with the Senior Manager, Corporate Safety Risk Management.
  • Lead and guide risk assessments of potential and identified hazards through continuous monitoring of safety, environment and security data and statistical analysis.
  • Review and validate the IFS hazard registry through a comprehensive analysis of the Company safety database.
  • Work with colleagues responsible for investigations, audits, compliance, and SIMS to ensure the IFS hazards are properly captured.
  • Establish analysis procedures to identify potential factors that may lead to accidents or incidents.
  • Manage IFS actions through timely and proactive coordination with the Corporate Safety Security & Quality (CSSQ) staff, In-Flight Service Managers and supporting branch managers to identify the root causes associated with risks and ensure appropriate mitigations and corrective actions are proposed and tracked.
  • Act as a subject matter expert and delegate to participate in relevant and applicable inter-branch risk assessments.
  • Ensure IFS and Cabin Operations, Compliance and Standards staff delegated to risk assessment duties have the proper training and support to facilitate risk assessment activities.
  • Serve as the IFS / Cabin Operations, Compliance and Standards representative to the Corporate Safety Risk Management Committee.
  • Manage the development of appropriate communications regarding hazards, threats, and risks. Provide additional updates to CSSQ concerning branch risk activities for the purposes of Company awareness and education.
  • Responsible for cabin safety assessments, including best industry practices and initiatives, to address weak areas within Cabin Operations.
  • Manage all calls to cabin crew in the investigation and assessment process.
  • Monitor cabin safety-related activity in the Safety Information Management System (SIMS) to identify possible emerging safety issues or trends and provide recommendations to In-Flight Service management, as required.
  • Lead safety round tables following cabin safety events (slide deployment, rapid deplanement, emergency landing, disruptive passengers, rejected take-offs, etc.)
  • Support the weekly SER and other safety meetings,
  • Develop, establish, and maintain Business Processes and Procedures for the position.
  • Represents Air Canada as delegated by the Senior Manager, Cabin Operations and Regulatory Compliance at industry/government meetings and associations.

Qualifications

  • Must have a minimum of five (5) years' experience in the aviation industry, preferably in IFS / Cabin Safety or an equivalent level of experience and education.
  • Must be qualified in Risk Management.
  • Flight Attendant background an asset
  • Post-secondary education in a related field, or an equivalent level of education and experience.
  • Appropriate operational experience (Crew Resource Management, Cabin Crew) combined with expertise
  • Demonstrated knowledge of the Canadian Aviation Regulations, Air Canada Flight Attendant Publications and Procedures. Sound understanding of IATA Cabin Operations and IOSA ISARPS.
  • Demonstrated knowledge in data analysis techniques and comfort using CSSQ tools including SIMS and Sisense.
  • Demonstrated knowledge in the use of computer applications, such as MS Word, MS Excel, MS PowerPoint, MS Visio, and MS Access.
  • Effective communication and organizational skills (including report writing).
  • Demonstrated problem solving and analytical skills.
  • Demonstrated organizational, planning and administrative skills.
  • A good understanding of safety management systems (SMS) for Airline operations.
  • A thorough understanding of safety and risk management principles.
  • Functional understanding and working knowledge of the Canadian Aviation Regulations, TC, COSHR, ICAO, FAA, TSA, Air Canada Security regulations applicable to IFS, Dangerous Goods Regulations, IOSA/ISAGO Standards and Canadian Transportation Agency Regulatory requirements.
