Job description

The Town of Gander is currently accepting applications for a full-time permanent Municipal Enforcement Officer position within the Public Safety and Protective Services Department.

POSITION IDENTIFICATION

The Municipal Enforcement Officer is responsible for the enforcement of By-laws, the administration of programs and initiatives through education and awareness, and when required, the issuance of warnings, violation notices and penalties. This job will conduct investigations and inspections, respond to complaints in a professional and timely manner and work to achieve voluntary compliance whenever possible, utilizing excellent customer service skills.

MAJOR DUTIES & RESPONSIBILITIES

Familiar with all Municipal Regulations and By-Laws, their content and intent; Patrol all areas of the Town enforcing Municipal Regulations and By-Laws; Investigate violations of all Town of Gander’s Municipal Regulations and By-Laws; Enforce Sections 187, 188 and 189 of the Highway Traffic Act; Receiving and dealing with inquiries and/or complaints from the public in connection with local regulations and their application, with full documentation of pertinent information in the event that Court action may be necessary; Enforcing the Town regulations covering Animal Control; Issuance of citations as necessary and required, with full documentation of pertinent information in the event Court action may be necessary to enforce or collect; Issuance of Summons, charges, and giving evidence as may be necessary and required in connection with violations of the aforementioned regulations and by-laws; Responds to fire calls and will take such action as to maintain crowd control, traffic control, and the setting upon of perimeters in co-operation with the RCMP; Assist with snow clearing operations through the enforcement of Town of Gander regulations governing parking and traffic; Administer the Town of Gander Taxi Regulations through licensing and inspections; Presentations to local schools, Service Clubs etc. concerning various safety practices and procedures; Provide security for various town sponsored functions as required, as well perform nightly patrols of Town buildings ensuring windows and doors have been closed and alarm systems have been activated correctly; Attend court when required; Co-ordinate effective traffic control in school zones through the Gander Academy and Gander Elementary Crosswalk program. This is accomplished by providing technical assistance to staff to ensure they comprehend their roles and responsibilities; Accompany the Mayor at official functions; Attend and provide technical support to the Public Safety and Protective Services Committee of Council, when required; Responds to work groups, supervisors and the public in a polite, informative, caring, and effective manner; Adheres to all Occupational Health & Safety policies, regulations, and compliances; Responsible for ensuring upkeep of vehicle at all times; Perform all other duties as required.

WORKING CONDITIONS

Must wear personal protective clothing, sometimes for extended periods, OC spray, batons, duty belt, radios, etc.; May come into contact with hazardous goods, aggressive animals, and/or dangerous situations such as directing traffic and aggressive or violent individuals, etc.; May involve potentially stressful and/or dangerous working conditions; Unpredictable environments when interacting with persons or animals; Working alone, with backup available; Standing/being on one’s feet, walking, moving, etc.; Sitting for extending periods of time in an office environment or vehicle; Driving for long periods of time, sometimes during very poor weather conditions; Foot Patrols; Will be exposed to outdoor conditions, including a variety of temperatures and inclement weather; Manual dexterity required to use computer and peripherals; Overtime as required; Shift schedules include evenings, weekends and holidays; Carrying, lifting or moving up to 50lbs may be required.

EDUCATION & TRAINING

Graduate of a recognized post-secondary institution in the field of Policing; Must have a certificate in First Aid, Radar, OC Spray/ Baton and Use of Force Control Tactics certificate and maintain these qualifications; Proficiency in Microsoft Office 365; Must have valid Class 5 Newfoundland and Labrador driver’s license with a 5 year drivers abstract; Clear certificates of conduct including a RCMP Criminal Record Check and a Provincial Court Check, as well as a Medical Clearance Certificate, is a condition of employment; Knowledge and understanding of Municipal by-laws and regulations would be an asset; Knowledge of Provincial Laws and Court Proceedings; Knowledge of safe driving and operating practices and procedures of all mechanized vehicles; Candidate must be in good physical condition; Ability to exercise good judgement when diffusing conflict and making appropriate/fair decision under difficult or emotional circumstances; Ability to work independently or in a team environment; Excellent communication and interpersonal skills; Above average listening and problem solving ability; Excellent organizational and documentation skills.

SALARY: Non-unionized position - $31.15/hour – 35 hours/week
