PAYROLL AND BENEFITS CLERK

Gold River Worksite – District Office (Remote/Hybrid work Options Considered)

Vancouver Island West School District 84 is seeking applicants for the position of Payroll and Benefits Clerk.  Effective April 15, 2024, this position is for twenty-five (25) hours per week, 12 months per year.  After successful completion of a probationary period, the incumbent will be eligible for full benefits in accordance with the SD84/CUPE Collective Agreement. 

The District Office is located in the beautiful Village of Gold River, 13 km from the West Coast of Vancouver Island, 90 km from Campbell River.  Nestled among snow-capped mountain peaks, surrounded by the Pacific Rain Forest and open to the waters of the Historic Nootka Sound, it is an ideal location for outdoor enthusiasts of all ages.  With its beautiful rivers, breathtaking scenery, clean air, excellent water, and affordable living, Gold River provides the foundation for healthy living. The two schools (k-7 and 8-12) schools are well-equipped with quality services and many creative learning opportunities for students, including the Nootka Sound Outdoor Program.  The District Office is centrally located, with most amenities within walking distance. 

Under the supervision and evaluation of the Assistant Secretary-Treasurer or designate, the Payroll and Benefits Clerk performs functions pertaining to all SD84 payroll and associated finances, provides HR support and other assistance when needed, as well as reception and telephone answering duties to the District Office.        


Duties:

Payroll and Benefits:
  • inputs details and changes in preparation for payroll processing ensuring compliance collective agreements and federal/provincial statutes.
  • checks completed payrolls by established balancing methods.
  • maintains appropriate documentation files supporting all payroll transactions for each of the payrolls.
  • ensures of the accuracy and time lines of payroll payments ensuring compliance with all contractual and legal requirements.
  • maintains comprehensive and detailed personnel, statistical and other records used by the District, the benefit carriers, the Ministry or the individual.
  • monitors a variety of items including sick leave, pension credits, leaves of absence, employment history, union business, discretionary days, records of employment, bank confirmations, long and short-term disabilities, time sheets, pay rates, bank accounts, leave plans, etc., as required.
  • prepares all related payables within deadlines including CPP, EI, tax, pensions, union dues, benefit deductions, etc.
  • prepares periodic and annual reports relating to payroll as required.
  • ensures all data is reconciled in preparing the reports.
  • submits new applications, changes, deletions or additions of benefits to each of the carriers.
  • responds to telephone and in-person inquiries from district staff regarding payroll or benefits issues.
  • orients new employees to the benefit package and determine eligibility.
  • discusses benefit options with employees who are leaving the employment of the district or who are on leaves of absence.
  • supports the Human Resources department with onboarding new employees, including managing employee criminal record checks,
  • performs other duties as required as payroll functions

Finances:
  • provides general ledger maintenance and adjustments, journal entries and month-end reports
  • reviews accounts payable/receivable reports
  • performs other support duties as required in finance functions

Performs all duties with a level of interpersonal skills appropriate to the position and maintains the confidentiality of sensitive information seen or heard.

Qualifications:
  • Completion of Grade 12 education.
  • Over one and up to two years of post-secondary training in payroll or significant related work experience, including Core Payroll course from Payroll Compliance Practitioner program (Canadian Payroll Association) or equivalent.
  • Over two and up to three years of office and payroll experience.
  • Ability to type accurately at 40 words per minute.
  • Working knowledge of applicable contracts, statutory requirements, regulations, taxes and exemptions.
  • Knowledge of the theory and procedures involved in utilizing a computerized payroll system.
  • Proven ability to access and utilize word processing, database management and spreadsheet programs using a computer system.
  • Ability to operate standard office equipment.
  • Good interpersonal and communication skills, including effective reception skills and etiquette.
  • Working knowledge of PowerSchool Software computer payroll systems is preferable.
  • Physical capability to perform the job duties.

The rate of pay is $31.14 per hour and is subject to an approved Criminal Record Check.
