Our Town offers a salary range of $32.36 - $40.45 per hour (2024 rates). This is a unionized position.

*Please Note: This position is not with the County of Lambton. It is with our Community Partner, the Town of Plympton-Wyoming. This is a temporary full time role with an estimated duration of Mid-May 2024 to August 30, 2025.*
The Town of Plympton-Wyoming is comprised of lakefront, agricultural, and urban properties, offering a wide range of facilities and services to provide its residents with a comfortable community in which to live and to work.
We are a community with a population of 7,795, located within the north central portion of Lambton County in Southwestern Ontario. Fronting on the shores of Lake Huron, Plympton-Wyoming boasts accessibility to Highway 402 for convenient travel to Sarnia, London, Toronto, and the U.S.A.

Position Overview

Reporting to the Clerk, the Planning Technician - Clerks Department is responsible for assisting the Clerk and County Planners in administering the Town’s Official Plan, Zoning By-law, Building By-Law, processing property requests from lawyers, coordinating the planning approval process (i.e. applications, site visits, follow up to County and appeals), acting as Secretary-Treasurer of the Committee of Adjustment and receiving and providing advice to Council, developers and the public as requested.

Duties and Responsibilities

  • Advises ratepayers, Council, Town staff and others with respect to planning guidelines and requirements that need to be adhered to.
  • Acts as Secretary-Treasurer of the Committee of Adjustment, arranging meetings, visiting application sites, preparing agendas, recording minutes, preparing motions and decisions and researching information regarding minor variances, new lots, severances, etc. from submission to completion including validation of title under Section 50 of the Planning Act.
  • Maintains positive relations with County of Lambton planning and building staff and the St. Clair Region Conservation Authority staff in order to further the Town’s objectives and to assist residents and owners with planning related matters.
  • Maintains liaisons with lawyers, contractors, engineers, engineering consultants, planning consultants, homeowners and others concerned with activities associated with planning, building and property standards matters.
  • Maintains an up-to-date knowledge of the relevant Ontario Planning Act and all other relevant acts, regulations, by-laws and other legislation, directives and procedures concerning planning related matters, including County and Town Official Plans and Town Zoning By-law.
  • Responsible for the preparation of the Planning Council Planning Agenda, and follows up with the approval of by-laws and direct consultation of parties involved.
  • Responsible for filing and recording of all planning and building documentation in accordance with Records Management Policies.
  • Facilitates all planning notifications to property owners as per the Planning Act.
  • Responsible for compiling information to be provided to Local Planning Appeal Tribunal (formerly known as Ontario Municipal Board) upon receipt of appeals, and Ontario Planning Act submissions to County Planning Department.
  • Responsible for year-end reporting requirements for Building and Planning.
  • Assists planner with providing confirmation to County staff as per subdivision terms and conditions, including logging tracking and releasing letters of credit.
  • Receives and processes zoning certificates.
  • Assists and coordinates all Planning Act applications together with County planning staff.
  • Assists with the development and drafting of various types of agreements and by-laws as required for development approvals (i.e. development agreements, site plan agreements, subdivision agreements), in accordance with templates reviewed and created by the Town’s legal counsel.
  • Other duties as assigned.

Qualifications

  • Successful completion of post-secondary education in a related program or equivalent work experience.
  • A minimum of 2 years’ experience in a related field.
  • A basic knowledge of local government, municipal procedures, protocol and relevant legislation.
  • Advanced computer skills in data entry, word processing and other pertinent software i.e. MS Office Word, Access, Excel, PowerPoint, Outlook.
  • Excellent organizational, communication and public relations/customer service skills are essential.
  • A valid Province of Ontario Driver's Class G License.
