Job Summary

The Recreation Sites and Trails BC Branch is a provincial program delivered through a headquarters office in Victoria, four regions, and 20 districts across the province. The purpose of the Branch is to plan, develop, maintain, and manage a significant, diverse, and valuable network of 1300+ recreation sites and 800+ recreation trails to provide safe, quality recreational opportunities for the residents of, and visitors to, British Columbia. In collaboration with other agencies and a wide variety of stakeholders, the Branch manages public recreation use on Crown land in British Columbia (outside of areas managed by BC Parks and other areas managed by First Nations or local governments). Recreation sites and trails are, in great part, managed through the use of service contracts and partnership agreements, negotiated with a variety of partners and stakeholders.
Core branch functions include: planning and managing forest recreation sites and trails; protecting recreation resources on Crown land; developing strategic and operational policies and a regulatory foundation in support of program delivery; maintaining the recreation resources inventory; conducting recreation use analysis; and business and program planning and administration.
This position independently coordinates and leads research, analysis, development and implementation of strategic and operational policies to achieve a variety of streamlined, coordinated and focused processes for investment in recreation resources and amenities from across government and through administration of various funds designed to support sustainable development of recreation resource projects.
Reporting to the Trails Manager in the Recreation Sites and Trails BC branch (RSTBC) and delivering services to the Conservation and Recreation Division through the RSTBC Executive Director, delivers the ministry's strategic approach to recreation investment and business planning, performance measurement and reporting, and legislative programs. The Senior Program Analyst supports ministry and recreation resource sector wide transformational business projects including operating and administering the Off-Road Vehicle (ORV) Trail fund, the BC Trail Fund, advising branch, division and Ministry executive on strategic investment planning and overseeing investment in provincial recreation amenities made by other ministries.
Job Requirements:
  • Degree in business administration, public administration, or natural resource management.
  • An equivalent combination of education and experience may be considered.
  • A minimum 3 years' experience in the development of strategic and operational policy, procedures and corporate practices.
  • Three years' experience managing projects through the application of project management principles, practices and techniques.
  • Two or more years' experience conducting a variety of analyses related to project objectives or outcomes or business requirements/objectives or outcomes, statistical or trend analysis; interpretation and reporting.
  • Experience dealing with politically sensitive and provincially significant issues.
  • Experience in developing and maintaining relationships and partnerships with recreation, industry and other stakeholders.
  • Experience providing policy and issues management advice to senior executive and preparing briefing materials.

Preference may be given to candidates with the any following:
  • Formal project management training.
  • Experience leading teams and facilitating meetings or consultation sessions.
  • Experience in recreation resource management and permitting.
