As a Policy Analyst, you will be responsible for research, analysis, and reporting to inform evidence-based policies and programs related to property assessment and taxation. You will undertake jurisdictional, environmental, and leading practice research and monitoring to identify and report on trends, issues, challenges, and opportunities. You will prepare materials in a variety of formats for a variety of internal and external audiences including Council reporting and submissions to the Government of Alberta to inform legislative and regulatory reform. Primary duties include:
  • Research and analyze applicable legislation and policy requirements.
  • Conduct environmental scans and literature reviews to understand the unique context for local policy challenges, what policies have been implemented for contexts and effects and how Calgary compares to other jurisdictions.
  • Economic and financial analyses of potential tax policy tools, including cost-benefit analysis, consideration of operational costs and feasibility, tax policy principles, tax elasticity, tax incidence, etc. 
  • Review and validate assessment and tax account information to be provided to Council.
  • Liaise with other City teams to advance understanding of how tax policy is related to public objectives. 
  • Identify issues and opportunities for legislative, regulatory and policy reform.
  • Analyse the potential impacts of proposed legislative or regulatory changes.
  • Conduct research, analyse data, and preparing materials in response to government requests or as inputs to government submissions.
  • Support design of new policies and programs using information and data to inform, understand and forecast potential impacts and unintended consequences of policy options.
  • Collaborate internally to gather and analyse inputs to performance metrics and reporting on the business unit’s service plans.
 
Qualifications 
  • A degree or a master's degree in economics, Statistics, Business, Public Policy, Public Administration, or related field with at least 1 year of relevant experience with policy research and analysis.
  • Working knowledge of key issues and concepts related to property assessment and tax is an asset.
  • Experience or training with qualitative and quantitative research and analysis, including cost-benefit analysis, economic analysis, and policy/program evaluation would be an asset.
  • Excellent communication, facilitation and presentation skills as well as the ability to build relationships and collaborate with groups and individuals with divergent points of view to build consensus, credibility and trust.

Compensation: Pay Grade 10 $40.08 - 53.57 per hour
Days of Work: This position works a 5 day
work week with 1 day off in a 3 week cycle.
Hours of work: Standard 35 hour work week
