Job description

Come work as a Procurement Project Manager II with Vancouver Coastal Health (VCH)!

Reporting to the Leader, Procurement and Contracts, the Procurement Project Manager II will lead many of the Procurement Projects. The Project Manager is accountable for managing all aspects of the competitive bid processes for service contracts across the health authority. Responsibilities include ensuring the proper processes are followed to ensure a fair business process and compliance with all legislative and regulatory requirements, and internal policies and procedures. The main process components include Request for Proposals, Bid Evaluation/Vendor Selection, Approvals, and Service Contracts, The Project Manager participates in and supports maintaining master document control and providing timely support to all contract related activities for VCH. The Project Manager is the subject matter expert in bid management and supports CMO colleagues as needed. 

In addition, the Procurement Project Manager will lead/manage multifaceted projects involving numerous senior stakeholders throughout VCH. The Procurement Project Manager will employ excellent written and verbal communication skills to present concepts and drafts, including Project Charters, Briefing Notes and presentation materials. With drive and enthusiasm, the Procurement Project Manager will use their experience working in large organizations to navigate often sensitive and complex issues to succeed. Having or working towards a Project Management Professional (PMP) certification would be an asset. 

As a Procurement Project Manager II with Vancouver Coastal Health you will:

  • Establish detailed project charter, plans, and objectives to outline timelines and project deliverables.
  • Execute project plan according to project methodologies, ensure successful and coordinated completion of project components, facilitate consensus with stakeholders as needed, and ensure readiness for project implementation.
  • Track project progress according to project plan, monitor and report on the status of projects and major issues/obstacles encountered. Make recommendations regarding projects scope changes.
  • Implement and/or contribute to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
  • Develop project budgets within the context of operational demands and environmental and resource constraints and use best utilization methods to thoroughly monitor and adhere to allocated budgets.
  • Maintain ongoing support for initiatives from project sponsors and user groups, keep stakeholders aware of project status and ensure effective communication channels are in place.
  • Establish project team and structure by gathering input from stakeholders, identifying needs and skills required, recommending and/or negotiating contracts for provision of goods and services.
  • Provide leadership and direction to project team members, conveys policies and priorities, direct work and ensure issues are resolved or escalated to ensure project deliverables and timelines are met.
  • Create and maintain standardized bid process documentation and process that supports cost effective contract optimization excellence for VCH. 
  • Routinely assess risk and implements actions to minimize risk within service contract language and processes. 
  • Monitor new developments, trends, and legislation/regulation that might affect the purchasing function, either beneficially or detrimentally, and advises the Leader of changes and the potential impact. 
  • Perform other related duties as assigned. 
Qualifications

Education & Experience

  • Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline.
  • Seven (7) to ten (10) year's recent, related experience that includes hospital budgeting, managing large-scale projects, and facilitating and managing consultation processes with a wide range of stakeholder groups.
  • Current registration with relevant professional College/Association, if applicable. Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.

Knowledge & Abilities

  • Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.
  • Uses sound business acumen to manage the fiscal resources of assigned projects/services in a manner that is financially responsible and consistent with overall goals of the organization.
  • Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
  • Maintains a broad knowledge of patient care delivery systems in primary, acute and community settings.
  • Maintains a thorough understanding of available resources for projects and applicable stakeholder groups, provides feedback and detailed analysis on project processes and makes recommendations as required.
  • Utilizes effective facilitation, persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes.
  • Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Physical ability to perform the duties of the position.
