Security Shift Sergeant

What will you be doing!

• Carrying out investigations, preparing reports, and preparing and delivering talks on security matters.
• Inputting and retrieving data for various security reports.
• Providing, performing and supervising the following security activities on a day to day basis, at the Chalk River Laboratories as prescribed by the Canadian Nuclear Safety and Control Act and/or regulations, in accordance with oral and written instructions, company and site-specific policies and procedures and applicable legislation.
• Supervising and providing conventional security and/or armed security patrol, and tactical response capabilities to breaches of security, emergencies and /or contingency operations, on or in relation to the protected area.
• Preparing and maintaining records of security activities performed as per procedures.
• Containing, apprehending, arresting, searching and /or neutralizing armed or unarmed intruders pending the arrival of the local/Provincial Police force, utilizing the correct application of the “Use of Force Continuum” ranging from the deterrent effect of physical presence up to and including, the appropriate level of force as may be required by the specific situation and in accordance with approved rules of engagement.
• Carrying (on person) and effectively employing, a variety of non-lethal and lethal weapon systems, day and night surveillance systems, as well as standard and tactical communications systems.
• Participating in regular physical fitness training and exercises, drills and testing under the guidance of designated personnel or on their own to maintain minimum acceptable standards.
• On a regular basis, re-qualify on all equipment, procedures, and physical standards to ensure an appropriate “Fit for Duty” status.
• Executing planning and designating duties regarding information collection and communication, access control and/or evacuation of the site and adjacent areas in accordance with site contingency plans and procedures during drills or emergency situations.
• Providing appropriate information and assistance to off-site response forces in the event of armed intruders.
• Directing and overseeing searches of persons, packages, and vehicles entering and leaving the facility, using physical and technological methods to ensure that no weapons, explosives or prohibited items enter the site and to prevent the unauthorized removal of Category I, II, or III nuclear material.
• Overseeing the monitoring and recording of all vehicle and pedestrian traffic entering the protected and controlled areas of the facility.
• Controlling and regulating on-site traffic and parking facilities and maintain employee and traffic flow.
• Supervising the operation and maintenance of equipment and supplies associated with duties and make recommendations for replacements, additions, repairs etc as required.
• Directing and supervising the issue, retrieval and control of radiation dosimeter badges for various personnel entering/leaving designated areas or zones.
• Overseeing the operation and monitoring of closed circuit television units and intrusion equipment such as audio and silent alarms, video recorders, etc located in the Security Monitoring Room and any other security locations on site.
• Overseeing the dispatch of patrol personnel for the purpose of investigating alarms. Review any unusual situations and the log of all SMR operations and activities.
• Implementing routine lock and key control activities in accordance with established security regulations and policies and direction. Ensure maintenance of a ledger on issuance and retrieval of keys and follow up on incidents of lost, stolen or missing keys.
• Performing miscellaneous clerical tasks related to security duties.
• Demonstrating security functions to new personnel.
• Under the direction of the Director, Emergency & Protective Services, responsible and accountable for the supervision of employees in the Nuclear Response Force Security Officer and Nuclear Response Force Leadhand classifications who provide physical security protection to Chalk River Laboratories personnel and property.
• Training all new Security Officers to ensure they carry out the required duties and responsibilities competently.
• Planning, conducting, supervising and evaluating security scenarios to ensure personnel are ready to respond to incidents and use applicable equipment (i.e. firearms) as required.
• Receiving calls for medical response and dispatching CRL medical response team.
• Participating in (as directed) the escort of special nuclear material in accordance with regulatory requirements both internally and externally.
• Responsible for a shift of Nuclear Response Force security personnel ranging from 12 - 24 personnel depending on shift schedules and work load. The normal shift complement consists of a Nuclear Response Force Sergeant, Leadhand and several Nuclear Response Force Security Officers.
• Overseeing the CRL Building Patrol Program which involves building lockups and inspections to identify fire, security and safety hazards and/or violations.
• Overseeing the Site Entry Processing System (SEPS) to ensure it is implemented following approved procedures and ensure all Visitors are issued a badge and dosimeter with the proper badge front.
• Accessing control to CRL buildings/offices in the off hours/weekends utilizing key control and verifying access requests as required to ensure only authorized personnel are granted access.
• Conducting on-the-job performance feedback to personnel under their supervision.
• Planning and conducting various security related drills for the purposes of training Nuclear Response Force security personnel (i.e. bomb threats)
• Coordinating the pickup, transport, storage and destruction of Protected and Classified documentation on an as required basis.
• Monitoring main access winter road conditions to determine the roads’ safety conditions. May call out maintenance personnel on an as required basis to keep roadways safe and serviceable.
• Keeping workplace and equipment in clean and safe condition.
• Conducting performance appraisals of shift personnel and may be required to deal with disciplinary issues when required.
• Other duties as assigned by your manager.

What we are looking for:

• Someone who has the ability to:
  • Communicate effectively and responsibly with site personnel, contractors, visitors and intruders.
  • Demonstrate basic understanding of business office procedures in order to maintain ID programs, computerized lists, and registration programs.
  • Safely and effectively apply the weapons handling, technical and tactical operating procedures required to provide an armed response at a nuclear facility. These systems may include but are not restricted to such things as CCTV cameras and monitors, thermal imaging and light intensification, night vision devices, ballistic shields, handcuffs, debilitating spray, tactical batons, and various types of firearms.
    
  • Lead change in the workplace, embrace initiatives and lead by example and positive acceptance of initiatives and policy changes.
• Experience:
  • Knowledge and understanding of sociology, contemporary social problems, interpersonal and group dynamics.
  • Practical experience as may be gained in a law enforcement, military, or security environment, in the safe handling and tactical employment of various types of lethal and non-lethal weapons, day and night surveillance systems, restraint systems, the firearm permit process, and regulations regarding weapons discharges.
  • Knowledge of Canadian criminal justice, criminal and civil law and surveillance.
  • Knowledge of security techniques, security systems, procedures and standards.
  • Knowledge of safety and health including personal fitness necessary to carry out security responsibilities.
  • Experience in the security function to be familiar with the routines and various governing policies, procedures, and regulations associated with patrols, access controls, surveillance and detection equipment, regulation of traffic on site, physical layout, geography and associated security requirements of the facility and the overall responsibilities of security activities.
  • Knowledge of radiation and personal protection equipment.
• Education:
  • Grade 12 education in a secondary school plus up to one year of further concentrated study in law and security administration or a police foundations course OR equivalent level of education and experience.
• Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions:

• Wearing of personal protective equipment of moderate weight for varying length of periods.
• Most activities will be of an office nature, however the Sergeant must be prepared to assist in any capacity to fulfill guard duties.
• Wearing ballistic vests, equipment belts, and portable radios and can involve the varying mix of light physical activities such as walking, standing, bending, twisting, lifting, pushing, climbing stairs and potential short distance running.
• During armed intervention or tactical operations (including training), frequent intermittent periods of moderate to heavy physical activity will occur involving the wearing of a ballistic helmet, carrying of various weapons, and other pieces of associated or ancillary equipment, of moderate weight, running, crawling, rope climbing and rappelling moderate distances.
• Requires concentration frequently of long periods when engaged in tactical response situations or drills, or when viewing monitors etc in the security monitoring room. Occasional periods of concentration of varying duration are associated with the preparation of reports, budgets, assessments etc.
• Work conditions may require working in frequently in an office environment and may involve some limited occasion to work on equipment or at locations where there is considerable exposure to extremely undesirable and disagreeable conditions of dust, dirt, fumes, noise, extreme temperatures, and inclement weather conditions when conducting tactical situations and drills and when supervising/visiting various security posts.
